Overview

We are seeking a highly skilled Information Technology Program Manager to oversee the performance and daily operation of our contract under the Chief Data and Analytics Officer (CDAO), Defense Health Agency (DHA). The ideal candidate will have comprehensive experience in healthcare administration, project management, and cost analysis within large federal health systems. This position requires excellent organizational, analytical, and communication skills to ensure successful project execution and delivery for a large and strategic account.



Responsibilities

- Organizes business objectives and coordinates personnel to ensure completion of project priorities according to defined completion timelines.

- Ensures resources allocated adhere to project scope and budget.

- Identifies and resolves all adjustments to project scope while communicating resource and labor costs as well as impacts to project schedule.

- Plans and coordinates all phases of the development process.

- Coordinates cross-functional project/program teams from design to delivery of fully-developed and tested projects that are ready for customer use.

- Provides timely and accurate information and status updates to stakeholders and government POCs.

- Manages timelines, resources, and budgets, ensuring projects stay on track and within scope.

- Oversees onboarding and training of technical staff.

- Effectively communicates technical information to both technical and non-technical audiences by working closely with engineering teams, stakeholders, and other departments to ensure technical feasibility and smooth integration.

- Facilitates scrum meetings while tracking and maintaining requirements backlog for availability into subsequent projects and ensures high-level project backlog requirements are available to technical resources.

- Maintains and updates all project trackers and control systems.

- Performs risk assessment, develops contingency plans, and implements mitigation to resolve technical issues and system optimization challenges.

- Supervises operational rollout and support of processes, procedures, and updates to existing products.



Qualifications

- Bachelor's Degree in a technology-related field (e.g., computer science, software engineering, IT) or 8 years of equivalent IT project management work experience.

- Five (5)+ years of technical experience in data presentation software and concepts associated with the presentation of quantitative information.

- Five (5)+ years of experience in communicating and writing complex concepts and their effects/impacts on the target environment, such that a lay audience is capable of understanding.

- Preferred (not required) -

- Demonstrated ability to synthesize disparate data from multiple sources and coalesce into an accurate and useful analytic product.

- Demonstrated advanced proficiency in Microsoft Office products plus additional software/hardware skills and capabilities.

- Ability to critically examine and evaluate, problem-solve and undertake multiple tasks with multiple deadlines simultaneously.

- Flexibility and ability to adapt to a rapidly changing and often time-constrained environment.

- Ability to acquire skills/capabilities necessary to meet the growing needs and demands of systems/software/hardware.

- Possession or the ability to obtain a SECRET facility clearance from the Defense Security Service.

**Preferred:**

- Experience in supporting and maintaining BI capabilities on government servers, portals, and dashboards.

- Proficiency in modern BI platforms such as Microsoft, SAS, Tableau, or Qlik.

- Knowledge of SAS On-Line Analytical Processing (OLAP) cube creation and utilization of AHRQ indicators to generate tables and charts for quality measures.

- Experience in semantic layer design, implementation, and maintenance for downstream analytics and reporting.

-Disciplined Agile Scrum Master (DASM) Certification or PMI Agile Certified Practitioner (PMI-ACP) Certification.

- Prior experience in a government contracting environment, especially within the Defense Health Agency (DHA).

Target salary range: $119k-180k
