Overview

We are seeking a highly skilled Information Technology Project Manager specializing in Information Delivery to oversee the performance and daily operations of our analytics projects under the Chief Data and Analytics Officer (CDAO), Defense Health Agency (DHA). The ideal candidate will have extensive experience in data presentation software, healthcare analytics, project management, and effective communication of complex concepts to diverse audiences. This position requires excellent organizational, analytical, and communication skills to ensure successful project execution and delivery for strategic accounts.

Responsibilities
  1. Organize business objectives and coordinate personnel to ensure completion of project priorities according to defined timelines.
  2. Ensure resources allocated adhere to project scope and budget.
  3. Identify and resolve adjustments to project scope while communicating resource and labor costs and impacts to the schedule.
  4. Plan and coordinate all phases of the development process.
  5. Coordinate cross-functional project teams from design to delivery of fully-developed and tested projects ready for customer use.
  6. Provide timely and accurate information and status updates to stakeholders and government POCs.
  7. Manage timelines, resources, and budgets, ensuring projects stay on track and within scope.
  8. Oversee onboarding and training of technical staff.
  9. Communicate technical information effectively to both technical and non-technical audiences by working closely with engineering teams, stakeholders, and other departments.
  10. Facilitate scrum meetings, track, and maintain requirements backlog for subsequent projects, and ensure high-level backlog requirements are available to technical resources.
  11. Maintain and update all project trackers and control systems.
  12. Perform risk assessments, develop contingency plans, and implement mitigation strategies to resolve technical issues and system challenges.
  13. Supervise operational rollout and support of processes, procedures, and updates to existing products.
Qualifications
  • Bachelor's Degree in a technology-related field (e.g., computer science, software engineering, IT) or 8 years of equivalent IT project management experience.
  • 5+ years of technical experience in data presentation software and concepts related to the presentation of quantitative information.
  • 5+ years of experience in communicating and writing complex concepts so that a lay audience can understand.
  • Preferred (not required):
    • Ability to synthesize data from multiple sources into accurate analytic products.
    • Proficiency in Microsoft Office and additional software/hardware skills.
    • Ability to problem-solve, multitask, and adapt to changing environments.
    • Ability to obtain a SECRET facility clearance.

**Additional Preferred Skills:**

  • Experience supporting and maintaining BI capabilities on government servers, portals, and dashboards.
  • Proficiency in platforms such as Microsoft, SAS, Tableau, or Qlik.
  • Knowledge of SAS OLAP cube creation and AHRQ indicators.
  • Experience with semantic layer design and maintenance.
  • Certifications like DASM or PMI-ACP.
  • Experience within the Defense Health Agency or government contracting environment.

Target salary range: $119,000-180,000
