Job Summary:
We are seeking a highly experienced Business Development Leader, preferably a retired federal official, agency contracting officer, or freelance business development executive, with direct access to key decision-makers across U.S. federal agencies to secure prime federal government contracts.
This is a performance-based opportunity operating under a work-share, revenue-share, or profit-share model. We seek a true partner with "skin in the game," motivated to build success alongside us and share in the rewards. The ideal candidate thrives on direct client engagement, has the influence to open doors, and can convert opportunities into wins. You will play a critical role in driving our government business development efforts by leveraging your trusted relationships and insider knowledge.

Key Responsibilities:
  • Opportunity Identification: Help identify, validate, and pursue federal opportunities aligned with our capabilities.
  • Relationship Activation: Leverage your network to engage with key agency stakeholders, contracting officers, and program managers.
  • Pre-RFP/RFI Shaping: Influence procurement strategies by engaging agencies early during the pre-solicitation phase.
  • Teaming Strategies: Support strategic partnerships, teaming agreements, and work-sharing opportunities with other primes and contractors.
  • Proposal Guidance: Provide strategic input for RFPs, RFIs, Statements of Work (SOWs), and capture efforts.
  • Client Advocacy: Represent the organization’s strengths and capabilities persuasively in agency interactions.
  • Contract Capture Strategy: Identify and leverage non-traditional procurement pathways (e.g., Simplified Acquisition Procedures, Sole Source Awards, Other Transaction Authorities, Consortium Contracting) to maximize contract capture opportunities.
  • Contract Compliance Support: Ensure contract performance aligns with federal procurement and regulatory requirements.
  • Market Presence and Networking: Represent the company at government events, conferences, and forums to enhance visibility and identify opportunities. Use your networks to generate leads and build relationships with decision-makers, prime contractors, and industry partners for subcontracting and joint ventures.

Requirements:
  • Relationships: Established direct working relationships with contracting officials, program managers, and senior decision-makers at federal agencies.
  • Knowledge of Non-Traditional Award Mechanisms: Strong understanding of alternative federal award processes, including SAP, Sole Source Justifications, OTAs, and consortium vehicles. Experience leveraging these pathways is highly desirable.
  • Mindset: Entrepreneurial, highly motivated, comfortable operating in a performance-driven environment without a fixed salary.
  • Skills: Exceptional communication, negotiation, and strategic planning abilities.
  • Location: Based in Washington, DC, Virginia, or Maryland, with capacity for frequent in-person meetings.
  • Knowledge Base: Deep understanding of federal acquisition lifecycle, procurement processes, and contract vehicles like GSA Schedules, IDIQs, and GWACs.
We will provide:
  • A comprehensive remote Business Development infrastructure, including:
    Bid Analysis Team: Identifies and qualifies federal and state opportunities.
    Proposal Team: Crafts compliant, tailored proposals.
    Capture Team: Engages remotely with officials to uncover acquisition strategies and influence solicitations through emails, calls, and outreach.
    Additionally, we maintain subscriptions to GovWin and other AI-driven government contract portals to enhance market intelligence, opportunity tracking, and competitive analysis.
With this support, you can focus on leveraging your relationships to drive success while we handle backend operations.
