Alternative Creative Concepts LLC. is seeking an Information & Communication Technology in Education Consultant for a remote, STTA project with USAID to gather insights on how education technology supports USAID priorities.

The consultant will perform literature reviews, design and conduct KIIs, synthesize findings, and deliver a Best Practice Report and a dissemination plan for education technology strategies across sectors and regions.

Qualifications

• Bachelor’s degree with 5+ years in education tech, or Master’s with 3+ years.
• Specialized experience designing education-tech programming.
• Specialized experience monitoring, evaluating, and learning from EdTech programs.
• Strong research skills: literature reviews and KIIs.
• Experience in LMIC education and digital learning preferred.
• Strong written and verbal communication; synthesize lessons for diverse audiences.
• Organizational skills: detail-oriented and proactive communicator.

Responsibilities

• Collaborate with USAID to determine aspects of education technology to review and identify operating units.
• Conduct a comprehensive literature review (websites, ITR sites, EduLinks, Performance Plans and Reports, gray literature).
• Design interview questions and develop a plan for remote KIIs with Mission Staff and stakeholders.
• Execute planned KIIs, engaging remotely with stakeholders.
• Collect insights, best practices, lessons learned, challenges, and trends in education tech.
• Prepare a Best Practice Report with findings and recommendations by technology, theme, and region.
• Conduct two rounds of review and revision for the Best Practice Report.
• Develop a slide deck with key conclusions from the Best Practice Report.
• Collaborate with USAID to develop a dissemination plan and editorial calendar.
• Provide technical backstopping to ICT4E Advisor’s portfolio as directed by USAID.

We are looking for an ICT Consultant. This STTA is to gather insights and best practices from USAID Missions and other key stakeholders to inform how education technology is advancing USAID’s education priorities. The consultant will develop in-depth knowledge about the integration of technology in USAID education programs and what other stakeholders are doing. The work will be remote, involving literature reviews, program report reviews, Key Informant Interviews (KIIs), and writing up findings.

Key Responsibilities

• Collaborate with USAID to determine aspects of education technology to review and identify appropriate education activities and their operating units (OUs).
• Conduct a comprehensive literature review (websites, ITR sites, EduLinks, Performance Plans and Reports, gray literature, Ed Tech assessment reports).
• Design interview questions and develop a detailed plan for conducting remote KIIs with Mission Staff and other key stakeholders.
• Execute planned KIIs, engaging remotely with relevant stakeholders.
• Collect insights, best practices, lessons learned, challenges, and trends related to education technology in the education sector.
• Prepare a Best Practice Report based on gathered information, including best practices, lessons learned, challenges, trends, and recommended practices for various technologies by type, theme, and region.

Minimum Requirements

• Education: Bachelor’s degree and 5 years of experience, or Master’s degree and 3 years of experience in education technology or a related field.
• Specialized Experience: Designing and/or implementing education and technology-related programming, including digital programming, emerging technologies, and/or distance learning.
• Specialized Experience: Monitoring, evaluating, and learning from educational technology programming.
• Research Skills: Proven ability to conduct research, literature reviews, and KIIs.
• Experience: Experience in education and digital learning, particularly in Lower- and Middle-Income Countries (LMIC) preferred.
• Communication Skills: Proven ability to synthesize key lessons learned into accessible and concise materials for various audience types.
• Organizational Skills: Organized, detail-oriented, and proven communication skills.
