Job summary

Shields Point LLC, a subsidiary of Alutiiq, LLC, seeks an Industrial Security Support Specialist in the Washington, DC area. Responsibilities

  • Serve as SME for NISP, E.O.12829, and 32 CFR Part 117 security guidance.
  • Manage USAccess (HSPD-12) enrollment, PIN resets, and card issuance.
  • Coordinate onboarding/offboarding of contractor personnel and VAR processing.
  • Create and maintain contractor security files and update security systems.
  • Verify security clearances and facility clearances; monitor background updates.
  • Draft DD254s from SOWs and PWSS and review contract security requirements.
  • Update SOPs, training materials, and security directives as needed.
  • Maintain and update security databases and reports; support HR Connect transfers.

POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Shield Point, LLC a subsidiary of Alutiiq, LLC has a future opportunity for an Industrial Security Support Specialist, MID in the Washington DC metro area. The Industrialsecurity seat priced under an OPTIONAL line item. If exercised, owns NISP support (E.O. 12829, 32 CFR Part 117) for FinCEN’s contractor population: FSO coordination, Visit Authorization Requests and monthly expiring-VAR reports, contractor security files, contractor in/out-processing, HR Connect record transfers, SF-86C coordination for SCI, facility and personnel clearance verification, and drafting DD254s from Statements of Work and PWSs.

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.

  • Serve as an Industrial Security subject matter expert providing technical expertise and interprets security policy guidance; provide subject matter expertise in the areas of the National Industrial Security Program (NISP), E.O. 12829, and 32 CFR Part 117.
  • Serve in the Registrar / Activator role for the USAccess (HSPD-12) system in order to enroll, print, activate, and issue PIV cards as well as perform PIN resets and certificate updates.
  • Coordinate the termination and transfer of active records to FinCEN in HR Connect; coordinate contractor on-boarding / departure with respective COR; conduct in/out processing of contractor personnel.
  • Coordinate with contractor Facility Security Officers (FSOs) to receive and process Visit Authorization Requests (VARs); create monthly reports for expiring VARs and coordinate with FSOs for renewals prior to expiration.
  • Create and maintain security files for all contractor personnel; complete badge updates in appropriate security systems.
  • Verify personnel security clearances of contractor personnel and resolve issues as needed; verify facility clearance status of contractor companies; review reports submitted by active contractors detailing notable background changes.
  • Coordinate with FSOs to obtain Standard Form 86Cs (SF 86Cs) in order to initiate contractors for access to Sensitive Compartmented Information (SCI).
  • Review contract documents to include Statements of Work and Performance Work Statements to identify contract security requirements and drafts Contract Security Classification Specification (DD254s).
  • Support special projects, as required.
  • Assist with development, update, and implementation of SOPs, training aids, guidance, policies, and directives based on current EOs, ICDs, SEADs, Treasury, and internal FinCEN policy; generate administrative correspondence (reports, memoranda, letters, spreadsheets, forms); maintain files; escort security vendors as necessary.
  • Update internal databases - SIMS, shared drives/folders, SharePoint, Clearance Tracker, Lenel, TRAKA, and USAccess (HSPD-12); provide training and briefings in the assigned area of expertise; support safety and emergency preparedness (evacuations, fire drills, shelter in place, COOP); provide a bi-weekly office metrics report to the COR.

Pay rate:$115,000 to $128,000 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Hands-on experience in the Industrial Security, Physical Security, and Information Security disciplines (i.e. technical, physical, derivative classification, operational or signal security; counterintelligence; antiterrorism; counterterrorism; counter-surveillance or surveillance detection; infrastructure protection; force protection; technology protection; industrial security programs; Emergency Management; COOP; Safety and Investigations programs).
  • Experience in the use of personnel security databases and clearance repositories to include JPAS/JCAVS, CVS, PIPS, DISS, JVS, CATS, NBIS, and/or Scattered Castles.
  • Experience working with the National Industrial Security Program (NISP).
  • Experience writing and interpreting Contract Security Classification Specification (DD254) forms.
  • Working knowledge of National Security, Suitability, and/or Due Process Adjudications.
  • Working knowledge of implementing government security programs and policies; solid and proven written and verbal communication skills.
  • 3-5 years (Mid) of specialized experience in the aforementioned areas of Industrial, Physical and Information Security with increasing responsibility and complexity.
  • Ability to communicate orally and in writing in English; basic computer skills; basic experience with Microsoft Office software including Word, Excel, Outlook, and PowerPoint.
  • Possess a final Top Secret personnel security clearance with eligibility for access to Sensitive Compartmented Information (SCI). Interim clearances of any type will not be accepted.
  • Pursuant to the Government Contract, you must be a U.S. Citizen.

Preferred Certifications & Education:

  • Experience with HSPD-12 (USAccess) Program.
  • Experience as a Facility Security Officer (FSO).
  • Security Fundamentals Professional Certification (SFPC).
  • Industrial Security Professional (ISP) certification.
  • Associate’s or bachelor’s degree.
