Job summary

Shield Point, LLC in the Washington DC metro area is seeking an Emergency Program Security Specialist, MID to support COOP planning, safety evaluations, and emergency response activities. This is a potential contract role contingent on award, with responsibilities spanning policy guidance, training coordination, and records management.

Ideal candidates will have hands-on emergency management experience, FEMA/ICS knowledge, strong communication, and a TS/SCI eligibility. U.S.

Qualifications

  • Hands-on experience in Emergency Management and COOP.
  • Experience with risk assessments, audits, and hazard assessments.
  • Ability to communicate clearly and manage stress during emergencies.
  • Knowledge of FEMA standards and incident command systems.
  • 3-5 years of specialized Emergency Management/COOP experience.
  • US citizenship with final Top Secret clearance and SCI eligibility.
  • Preferred certifications and education per the posting.

Responsibilities

  • Serve as an Emergency Program Security SME, providing policy guidance.
  • Maintain COOP Plan and conduct safety evaluations at the FinCEN site.
  • Coordinate training and safety exercises for preparedness.
  • Support emergency response and overall organizational safety.
  • Conduct inventories and tests on emergency items; report replacements.
  • Update records, after-action reports, and compliance with regulations.
  • Update SOPs and directives; manage correspondence and files.
  • Update databases (SIMS, SharePoint, Lenel, TRAKA, USAccess) and train staff.

Job description

Shield Point, LLC a subsidiary of Alutiiq, LLC has a future opportunity for an Emergency Program Security Specialist, MID in the Washington DC metro area. This sole emergency programs seat. Maintains the Bureau's comprehensive Continuity of Operations (COOP) Plan, supports COOP functionality tests and safety evaluations at FinCEN's alternate worksite, coordinates training and safety exercises, supports emergency response, and performs monthly inventories and tests of first aid kits, AEDs, and shelter-in-place cabinets, with after-action reporting. This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.

  • Serve as an Emergency Program Security Support subject matter expert providing technical expertise and interpret security policy guidance.
  • Assist with updating and maintaining the comprehensive Continuity of Operations (COOP) Plan for the Bureau; assist with COOP functionality tests and safety evaluations at FinCEN's alternate worksite.
  • Assist with the coordination of training exercises and safety exercises to prepare individuals and the organization for responding to emergencies.
  • Support the emergency response efforts and contribute to the overall safety and security of the organization during an emergency.
  • Conduct inventories and tests as required on all emergency related items (First Aid kits, AEDs, Shelter in place cabinets, etc.) monthly and report all items/devices that need to be replaced.
  • Assist with conducting risk assessments for potential hazards and vulnerabilities for various emergencies and disasters.
  • Support planning, developing, managing, and maintaining accurate records of activities, training sessions, and emergency response efforts, including drafting after-action reports.
  • Ensure that emergency plans comply with local, state, and federal regulations and best practices in emergency management; remain knowledgeable on current laws and regulations as they relate to emergency preparedness procedures for government facilities.
  • Support special projects, as required.
  • Assist with development, update, and implementation of SOPs, training aids, guidance, policies, and directives based on current EOs, ICDs, SEADs, Treasury, and internal FinCEN policy; generate administrative correspondence (reports, memoranda, letters, spreadsheets, forms); maintain files; escort security vendors as necessary.
  • Update internal databases - SIMS, shared drives/folders, SharePoint, Clearance Tracker, Lenel, TRAKA, and USAccess (HSPD-12); provide training and briefings in the assigned area of expertise; support safety and emergency preparedness (evacuations, fire drills, shelter in place, COOP); provide a bi-weekly office metrics report to the COR. Pay Rate: $123,000 to $136,500 Annually REQUIRED QUALIFICATIONS AND EXPERIENCE:
  • Hands-on experience in Emergency Management; Continuity of Operations Plan (COOP); Safety and Investigations programs.
  • Experience with conducting risk assessments, audits, and hazard assessments.
  • Ability to communicate clearly, manage stress, and make critical decisions during emergencies.
  • Plans and implement safety measures to protect personnel, assets, and infrastructure.
  • Understanding of surveillance, access control, and fire/life safety codes.
  • Working knowledge of implementing emergency security programs and policies.
  • Knowledge of FEMA standards, incident command systems, and emergency preparedness.
  • 3-5 years (Mid) of specialized experience in the aforementioned areas of Emergency Management / COOP with increasing responsibility and complexity.
  • Ability to communicate orally and in writing in English; basic computer skills; basic experience with Microsoft Office software including Word, Excel, Outlook, and PowerPoint.
  • Possess a final Top Secret personnel security clearance with eligibility for access to Sensitive Compartmented Information (SCI). Interim clearances of any type will not be accepted.
  • Pursuant to the Government Contract, you must be a U.S. Citizen. Preferred Certifications & Education:
  • FEMA Emergency Management Institute Independent Study - ICS-100/200/700/800 series.
  • FEMA Professional Development Series or Continuity Practitioner-level continuity training.
  • First aid / CPR / AED instructor or responder certification.
