Job summary

Northrop Grumman Space Sector is seeking a security professional to manage classified programs and oversee SAP/SCI security functions. You will coordinate PERSEC activities, administer access controls, and ensure compliance with DoD manuals and government requirements.

Required are an active Top Secret clearance, strong communication skills, and experience with security documentation and training. Travel up to 10% may be required to support launch operations and security meetings.

Qualifications

  • Active Top Secret security clearance is required and must be current.
  • Bachelor’s degree with relevant professional experience; advanced degrees considered.
  • Familiarity with DoD security manuals (NISPOM, ICD, SAP/SCI guidance) preferred.

Responsibilities

Responsibilities
  • Support a fast‑paced high‑profile program; create, maintain, and leverage working relationships with internal and external customers.
  • Oversee classified security programs and provide expertise in all security functions in accordance with the DoD Special Access Program (SAP) Security Manuals (DoD Manual 5205.07 Volumes 1-4), Sensitive Compartmented Information Administrative Manuals (DoD Manual 5105.21 Volumes 1-3), Director of National Intelligence (DNI) Intelligence Community Directives (ICD), IC Technical Specification (IC Tech Spec) for ICD/ICS 705, the National Industrial Security Program Operating Manual (NISPOM), and other applicable security regulations and requirements.
  • Ensure compliance with government and corporate security policies/procedures.
  • Ensure adherence to contractual guidance for classified programs and cleared facilities in accordance with DD Form 254, DoD Contract Security Classification Specifications guidance.
  • Assist program managers and professional staff in the interpretation, application and compliance with program Security Classification Guides (SCG).
  • Provide program security and personnel security (PERSEC) support, including but not limited to review and process required documentation in support of the SAP and SCI nomination processes; prepare and administer program indoctrination and debriefings; access, review and submit clearance/access information using DISS and JADE, and other information systems; maintain PERSEC databases in accordance with customer tracking requirements; maintain and operate document control register/database; process and manage incoming and outgoing visit authorizations and visitor control.
  • Provide facility security administration, documentation, and management support.
  • Draft and implement Standard Operating Procedures (SOP).
  • Conduct SAP and SCI security program self‑inspections.
  • Manage inventory of accountable holdings in accordance with the policies and procedures.
  • Prepare and submit status reports to applicable government agencies; administer and manage classified destruction program.
  • Serve as the focal point for receiving, processing, distributing, and controlling all classified documentation (hard copy and electronic media) entering or leaving the facility, including electronic data transfer.
  • Maintain suspense copies of all material transported via courier and perform follow‑up, as needed.
  • Pursue and obtain customer accreditation for Special Access Program Facilities (SAPFs) and Sensitive Compartmented Information Facilities (SCIFs) in accordance with SAP and SCI DoD Manuals, IC Tech Spec, and other government requirements (physical security, facility security, and access control, network and IT security, cryptography, personnel, etc.).
  • Develop, coordinate, and submit for approval physical security documentation including Fixed Facility Checklists (FFC) and TEMPEST Addendums as applicable.
  • Manage and maintain UL‑2050 Compliant Intrusion Detection Systems (IDS) and automated Access Control Systems (ACS).
  • Ensure the development, documentation, and presentation of classified security education, awareness, and training activities.
  • Analyze, investigate, and resolve classified security issues while providing leadership and guidance to employees, supervisors, and managers on actions to be taken to ensure compliance with the classified security program.
  • Maintain liaison with government agencies, external customers, contractors, employees, and managers.
  • Review and verify personnel security clearances and SAP/SCI accesses through queries to government security databases and systems.
  • Perform the duties of a Special Program Accountability Officer as required.
  • Generate and/or review Program Access Request (PAR) packages; ensure all required information is included including currency of information, completeness of forms, and inclusion of required signatures.
  • Generate Program Indoctrination Agreements (PIA), provide to briefer/debriefer, and/or execute briefs/debriefs on behalf of the government security team.
  • Maintain accountability of classified material.
  • Implement policies and procedures for responding to security incidents, and for investigating and reporting security violations and incidents.
  • Manage Government‑furnished equipment and materials.
  • Need the ability to travel and execute security responsibilities at deployed (CONUS) locations in support of launch operations; travel to attend security working groups, perform launch security operations; prepare security documentation for pre‑launch; launch and post launch.
  • Other duties as assigned.
Basic Qualifications (Level2)
  • Bachelor’s degree with 2years of professional experience — or — Master’s degree with 0years of professional experience.
  • Will consider an additional 4+ years of experience in lieu of degree.
  • Requires an active U.S. Government Top‑Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI and/or SAP approval/access.
  • Computer and desktop Microsoft office software products experience (Word, Excel, etc.).
  • Familiarity with32 CFR Part117 (NISPOM) and DoD5205.07 manuals.
Basic Qualifications (Level3)
  • Bachelor’s degree with 5years of professional experience — or — Master’s degree with 3years of professional experience — or — PhD with 1year of professional experience.
  • Will consider an additional 4+ years of experience in lieu of degree.
  • Requires an active U.S. Government Top‑Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI and/or SAP approval/access.
  • Computer and desktop Microsoft office software products experience (Word, Excel, etc.).
  • Familiarity with32 CFR Part117 (NISPOM) and DoD5205.07 manuals.
Preferred Qualifications
  • Active TS/SCI clearance.
  • Contractor Special Security Officer (CSSO) or related experience.
  • Self‑starter with minimal supervision.
  • ICD704 eligibility in DISS.
  • Personnel and Program Security Experience.
  • Ability to display tact, discretion, and diplomacy in a variety of program areas.
  • Ability to excel in a fast‑paced deadline‑driven environment.
  • Excellent communication skills, speaking, writing skills, and organizational skills enabling effective communications.

Salary & Benefits
  • Primary Level Salary Range: $65,500.00–$98,300.00.
  • Secondary Level Salary Range: $81,400.00–$122,000.00.
