Purpose
Manage security functions related to personnel security, document control, safeguarding of information and provide other program support for the Industrial Security Program at Applied Research Laboratories.
Responsibilities
- Maintain security clearances through initial, upgrade and periodic reinvestigations; assist with submission of electronic fingerprints through SWFT.
- Assist in contract closeout process, and tracking contract Security Specification Documents from a variety of government sponsors. Accordance with 32 CFR Part 117, ensure that, upon project completion, all classified material is either properly returned to government sponsors or appropriate retention documents are received.
- Assist in maintaining security databases, personnel security files, issuing badges, and provide debriefings or exit reviews.
- Assist with changing combos and maintaining records for safes, controlled access rooms and closed rooms.
- Process outgoing visit authorization request for ARL personnel and process incoming visits to ARL. Assist with Foreign Visit Requests.
- Review and monitor eligibility status for cleared employees enrolled in government continuous evaluation and continuous monitoring programs.
- Collect foreign travel (official and personal) data for all cleared ARL and UT system employees. Provide pre and post travel briefings, track and report all foreign travel activities through the government system of record. Document in the government system of record any incidents or employee noncompliance actions.
- Coordinate classified meetings being held at ARL, verifying attendance lists, and assisting with checking in visitors.
- File or report all adverse or self-reports in Security folder or System of Record.
- In accordance with 32 CFR Part 117 review all employee personnel security questionnaires.
- Provide initial security briefing for new employees, generating/creating employee/temp badges, and removing badges for separated employees.
- Maintain Mail Out/Hand-Carry records in central database.
- Provide Security Indoctrination briefing upon employees receiving a security clearance, execute SF 312, and upload into DISS.
- Prepare classified mailings by retrieving all necessary information from custodian. Wrap and package material for mailing. Prepare receipts and appropriate labels based on method of delivery.
- Provide Destruction of classified material and ensure appropriate accountability records are updated and stored to reflect material disposition.
- Assist in tracking, bar coding, inventory, marking, and storing classified material to include paper documents, hardware items, CDs and DVDs.
- As needed, prepare documents for classified media being hand-carried between laboratory facilities and to other cleared facilities. Provide classified courier training for and issue appropriate courier credentials to lab employees as required
- Other related functions as assigned.
Required Qualifications
- HS/GED.
- Seven years of related experience including two years of experience with implementing security policies and procedures related to NISPOM requirements.
- Proficient with Microsoft Office Suite.
- Excellent oral and written communications skills.
- Customer service oriented.
- Must be able to manage sensitive information and coordinate activities with deadlines.
- This position requires extensive and ongoing Industrial Security training along with participating and retaining membership as a NCMS member.
- Applicant must complete the CDSE FSO Program Management for Possessing Facilities course, complete required training to hold DISS account and take the required training needed to become proficient with SIMS Security software.
- Regular/punctual attendance.
- Relevant education and experience may be substituted as appropriate.
- US. Citizen. Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information at the level appropriate to the project requirements of the position.
- Employment is contingent on selected applicant submitting application for access and receiving notification of eligibility within a time period specified in the job offer. Employment must begin within 30 days of confirmation of eligibility. Eligibility for access to classified information must continue without interruption during employment.
Preferred Qualifications
- Bachelor's Degree.
- Recent or immediate eligibility for access to classified information.
- Experience with managing administrative actions associated with government and industrial security programs.
