Manager, Indirect Procurement

At TDW we put people first – that means working everyday to ensure the pipelines that run through our communities are operating safely and reliably. What sets us apart is our expertise, experience and commitment. Each day we dedicate ourselves to treating each other, our customers and our community with care and respect.

Overview

The Manager, Indirect Procurement is responsible for developing and executing the enterprise‑wide procurement strategy for indirect spend categories, including MRO (Maintenance, Repair & Operations), capital expenditures (CapEx), logistics and freight, information technology, software, professional services, facilities, travel, marketing and other non‑production goods and services. This leadership role provides strategic direction, governance and oversight to optimize total cost of ownership, mitigate risk, enhance supplier performance and align procurement activities with organizational objectives.

What You’ll Do
Strategic Sourcing & Category Leadership

Develop and lead the enterprise‑wide indirect procurement strategy, aligning category roadmaps with business priorities and long‑term organizational goals. Provide leadership and oversight for complex, high‑value sourcing initiatives across all indirect spend categories. Establish and govern category management strategies, including demand management, supplier consolidation, standardisation and innovation partnerships. Develop sourcing strategies for MRO materials, plant services and capital expenditures, ensuring supplier competitiveness, operational reliability and alignment with long‑term business objectives. Partner with Operations, Engineering, Facilities and Finance teams to support capital investment projects, including equipment purchases, facility expansions, infrastructure improvements and major maintenance initiatives. Sponsor and oversee RFx activities (RFI, RFP, RFQ) for critical goods and services. Lead or approve negotiations for strategic supplier agreements, including pricing structures, service levels, risk allocation and commercial terms. Drive measurable cost savings, cost avoidance, working capital improvements and overall value‑realisation initiatives.

Supplier Relationship & Contract Management

Establish the strategic framework for supplier relationship management (SRM), supplier performance management and risk mitigation. Develop and maintain executive‑level relationships with key strategic suppliers. Establish and manage strategic supplier relationships for MRO, capital equipment, construction, engineering and maintenance service providers to maximise value, performance and service continuity. Partner with Legal, Finance and Compliance teams to establish contract standards, negotiation strategies and approval processes. Ensure effective governance of contract lifecycle management, renewals, performance obligations and commercial compliance. Resolve escalated supplier issues and lead corrective action, remediation or supplier transition strategies when necessary.

Executive Stakeholder Partnership

Serve as a trusted advisor to senior leaders across the organisation on procurement and sourcing matters. Translate business needs and strategic objectives into procurement solutions that optimise cost, quality, service, innovation and risk. Influence stakeholder decisions through data‑driven recommendations, total cost of ownership analysis and market intelligence. Collaborate with Operations and Engineering leadership to align procurement strategies with plant reliability, asset management, maintenance planning and capital investment priorities. Champion procurement best practices, governance standards and policy compliance throughout the organisation.

Procurement Operations & Organizational Leadership

Lead, mentor and develop procurement professionals through coaching, performance management, succession planning and capability development. Establish scalable procurement operating models, policies, procedures and approval frameworks. Oversee procurement operations, including sourcing, requisitions, purchase orders, supplier onboarding and invoice resolution. Ensure effective procurement support for operational requirements, including MRO inventory management, maintenance service sourcing and capital project execution. Ensure strong process discipline, documentation standards, internal controls and audit readiness. Foster a culture of continuous improvement, accountability and operational excellence.

Compliance, Risk & Sustainability

Ensure compliance with procurement policies, delegated authority requirements and internal control frameworks. Lead supplier risk management activities, including assessment of financial, operational, cyber‑security, regulatory and geopolitical risks. Promote ethical sourcing, sustainability initiatives and supplier diversity programmes aligned with company values and objectives.

Reporting, Analytics & Continuous Improvement

Establish and monitor key performance indicators related to spend visibility, savings delivery, supplier performance, compliance and risk. Monitor and analyse MRO and CapEx spend, identifying opportunities for standardisation, inventory optimisation, lifecycle cost reduction, supplier consolidation and improved return on capital investments. Present procurement performance, market insights and strategic recommendations to executive leadership. Sponsor enhancements to procurement technologies and systems, including ERP, procure‑to‑pay (P2P), supplier management and contract lifecycle management platforms. Lead procurement transformation initiatives focused on process optimisation, automation and digital enablement. Support enterprise governance, policy development and long‑range procurement planning.

Required Qualifications
