Job summary

DC Retirement Board seeks an experienced IV&V Analyst to provide independent validation and verification support for the Benefits Administration Pension System (BAPS) project. You will assess documentation, designs, testing strategies, and data completeness, while ensuring alignment with agency objectives and regulatory requirements.

The role requires ensuring project deliverables are met, monitoring costs, and delivering unbiased IV&V reports to leadership, steering committees, and stakeholders

Qualifications

• Bachelor’s degree or higher in information systems, engineering, public administration, or related field; Master’s preferred.
• Certifications such as PMP, CISA, CGFM, PMI-ACP, or CBAP are preferred.
• 10+ years of progressive IV&V or project management experience; leadership on complex projects.

Responsibilities

• Perform independent assessments of project documentation, system requirements, designs, testing strategies, and census data completeness and accuracy.
• Review governance artifacts (Master Project Plan, WBS, staffing, communications) for realism, achievability, and contractual alignment.
• Provide independent IV&V reports for testing phases, migrations, and go-live readiness.
• Support compliance with federal/state IT standards (NIST, SDLC, Agile) and track corrective actions to closure.
• Contribute to risk assessments and provide unbiased recommendations to executives and oversight bodies.
