Job summary

The DC Retirement Board seeks a Benefits Business Analyst to bridge pension operations with the Benefits Administration and Pension System (BAPS). You will translate complex plan rules into actionable configuration specs and validate regulatory readiness before go-live.

You will document current-state processes, design future-state workflows, and lead UAT with Benefits Division staff to ensure accurate benefit calculations and compliant reporting.

Qualifications

  • Bachelor's degree in a related field.
  • 7+ years of business analysis experience with 3+ years in pension/employee benefits.
  • Experience writing BRDs, functional specs, and process maps for enterprise systems.
  • Experience leading or contributing to UAT in pension/benefits/payroll implementations.
  • Regulatory compliance validation experience in government or ERISA-regulated environments.

Responsibilities

  • Serve as the primary subject matter expert for system configuration across all retirement plans.
  • Translate plan documents and statutes into detailed requirements and configuration specs.
  • Review vendor configurations for regulatory and functional alignment.
  • Document current and future-state processes and design post-go-live workflows.
  • Lead UAT execution and produce completion reports showing readiness for go-live.
