Job summary

Boardwalk Pipelines, LP, is seeking an Incident Management Specialist in Houston, TX to strengthen operational readiness and crisis leadership capabilities. You will develop practical emergency management processes and support incident response across the organization.

The role works with Operations, Engineering, Safety, Security, Communications, and executives to ensure preparedness and consistent incident management; travel is required between 25% and 50% of the time.

Qualifications

• Three years of experience supporting crisis/incident management program development.
• Knowledge of emergency preparedness, crisis governance, and activation protocols.
• Ability to facilitate after-action reviews and corrective-action tracking.
• Experience in recovery governance, business impact assessments, and crisis recovery.
• Ability to coordinate with PHMSA, state and local emergency entities, and industry groups.
• Willingness to travel 25-50%.

We are currently looking for an Incident Management Specialist for our Houston, TX location.

Position Summary

The Emergency & Crisis Management Specialist strengthens Boardwalk's operational readiness, enterprise resilience, and crisis leadership capabilities by developing practical, scalable, and repeatable emergency management processes. The role supports the organization's ability to prevent, prepare for, respond to, recover from, and learn from operational disruptions and crisis events.

This position works closely with Operations, Engineering, Safety, Security, Communications, and executive leadership to ensure emergency preparedness and incident crisis management capabilities are consistently implemented across the organization.

Responsibilities:

• Support development and administration of Boardwalk Management System Element 8: Emergency Planning and Response and the Corporate Crisis Management Framework.
• Maintain crisis governance structures, activation criteria, escalation thresholds, response protocols, roles, responsibilities, and decision authorities.
• Develop crisis-management playbooks for operational events, natural disasters, cyber-related operational impacts, facility disruptions, supply-chain interruptions, security incidents, and reputation-related events.
• Support executive decision-making during crisis activations through situation reports, operational impact assessments, and decision-support materials.
• Serve as an enterprise subject matter expert for Incident Command System implementation, readiness assessments, training pathways, and key response-position qualifications.
• Design and execute multi-year enterprise exercise strategies, annual exercise schedules, tabletop exercises, functional exercises, full-scale drills, and crisis simulations.
• Coordinate reviews of emergency event response plans, the Corporate Incident Management Plan, emergency communication systems, response equipment, resource capabilities, contact lists, and notification processes.
• Support readiness associated with new projects, facility expansions, acquisitions, and operational changes.

REQUIRED SKILLS, KNOWLEDGE, AND EXPERIENCE:

• Three years of experience supporting private or public sector crisis/incident management program development and execution.
• Incident Command System instructor qualifications preferred.
• Knowledge of emergency preparedness, operational readiness, crisis governance, escalation criteria, activation protocols, and enterprise incident management.
• Ability to facilitate after-action reviews, corrective-action tracking, cross-functional lessons-learned workshops, and organizational knowledge transfer initiatives.
• Experience establishing recovery governance structures, business impact assessments, operational recovery priorities, dependency mapping, continuity planning coordination, restart and recovery exercises, and post-event stabilization plans.
• Ability to coordinate with PHMSA stakeholders, state emergency-management organizations, local emergency planning committees, fire departments, law enforcement agencies, emergency-management agencies, mutual-aid partners, and industry working groups.
• Ability to establish and maintain metrics for exercise and drill participation, readiness assessments, corrective-action closure, emergency response plan reviews, incident-command qualifications, notification-system effectiveness, recovery readiness, and crisis-management maturity.
• Ability to travel 25-50%
