Job summary

State of Vermont in Montpelier seeks an Implementation Lead for Instructional Systems to guide statewide adoption of HQIM, evidence-based instruction, and learning standards. Qualifications

  • Translate statewide priorities into effective local implementation.

Overview

The Agency of Education is building a dynamic, quality-focused, district facing division that serves as the Agency's statewide implementation, education transformation, & quality improvement team. This new team will lead implementation of Vermont's highest-priority education initiatives while building the enduring systems, partnerships, and organizational capacity necessary to sustain educational excellence across the state.

We are seeking an Implementation Lead for Instructional Systems to lead statewide implementation of evidence-based instructional practices, teaching & learning standards, and high-quality instructional materials (HQIM). In addition, they will partner with district leaders and educators to strengthen curriculum implementation, instructional coaching, classroom practice, and PL while promoting vertical alignment across the cradle-to-career continuum.

This position will join a new team with expertise in inclusive education systems, data and continuous improvement, and district operational excellence, and will have these shared responsibilities:

This team will work across Agency divisions to integrate expertise and provide differentiated support based on district context, readiness, performance, and emerging needs. Rather than delivering isolated programmatic assistance, the team will serve as a single, coordinated point of contact that helps districts align instructional practices, organizational systems, and strategic priorities to improve outcomes for students.

The team also leads the Agency's Quality & Improvement Review process and manages the Early Warning Indicator System, using implementation, organizational, operational, and student performance data to proactively identify district/school strengths, emerging challenges, and opportunities for differentiated support. These integrated review and monitoring processes shift the Agency from compliance-based monitoring to continuous quality improvement by coordinating timely, evidence-based assistance before challenges become systemic.

During a period of significant transformation, this team will serve as a critical touch point between districts and the Agency. Using implementation science, CI, and evidence-based practices, the team provides coaching, facilitation, PL, implementation planning, organizational support, and TA that strengthens district systems while reducing fragmentation across Agency initiatives.

Work is performed in a standard office setting, but some in-state travel will be required.

Minimum Qualifications

Bachelor's degree or higher in education, organizational development, business or public administration, continuous improvement, or related field AND four (4) years or more of experience in change management or organizational development that includes experience in the basic concepts of process improvement, strategic planning, organizational redesign, change management, and performance analysis.

OR

Eight (8) years or more of experience in change management or organizational development that includes experience in the basic concepts of process improvement, strategic planning, organizational redesign, change management, and performance analysis.
