Job summary

Guidehouse is seeking a Monitoring and Evaluation (M&E) Analyst to provide technical and advisory M&E support to the Department of State. The role focuses on strengthening evidence-based decision-making for security assistance programs, notably FMF and IMET, across the Bureau’s portfolio.

The ideal candidate will review performance data, develop indicators, and craft clear written products such as assessments and country analyses.

Qualifications

• Active and maintained SECRET security clearance required.
• Bachelor's Degree.
• 5 years of relevant M&E experience including 3 years in security assistance programs.

Responsibilities

• Provide M&E technical and advisory services to the Department of State.
• Review performance and outcomes of FMF and IMET initiatives and identify areas for improvement.
• Analyze qualitative and quantitative program data to distill insights on trends, risks, and challenges.
• Develop fit-for-purpose monitoring frameworks with indicators and data-collection strategies.
• Produce written assessments, trip summaries, country-level analyses, and thematic reviews for leadership and stakeholders.
• Collaborate with Department of State and Department of War partners to coordinate monitoring and evaluation efforts.
• Support field-level monitoring, data gathering, and piloting methodologies.
• Contribute to evaluation design and facilitate participatory approaches when appropriate.
• Synthesize information to develop evidence-based recommendations and improve accountability.
