Job summary

Napa Valley Community Housing in Napa, CA seeks a Project Manager, Development to lead affordable housing projects from feasibility through construction. You will report to the Associate Director of Development and coordinate with finance, entitlement, and construction teams to ensure projects meet budget, timeline, and impact goals.

The role requires 3–5+ years in affordable housing or residential real estate, a Bachelor’s degree in a related field, and strong public speaking and negotiation

Qualifications

  • Bachelor's degree in a relevant field.
  • 3–5+ years of affordable housing or residential real estate development experience.
  • Experience managing financing, entitlement, and construction phases.
  • Strong public speaking and negotiation skills.
  • Ability to manage multiple projects and consultants.

Responsibilities

  • Feasibility & Acquisition: conduct pro forma analyses and site feasibility studies; lead due diligence.
  • Project Financing: assemble financing packages including LIHTC, bonds, and grants; manage funder compliance.
  • Entitlement & Public Approvals: lead permitting, community acceptance strategies, hearings.
  • Team & Construction Management: select and manage architects/GCs; oversee budgets and draws.
  • Project Oversight & Delegation: direct Assistant Project Manager; retain ownership of decisions.
  • Project Transition: handoff to Property Management and Asset Management for lease-up.
  • Cross-Departmental Collaboration: coordinate with Finance, Property, and Asset Management; report progress.
  • Advocacy: engage in public policy discussions and funding program updates.
