Job summary

AlphaGov is engaging an Impact Fee & Nexus Study Consultant for current local-government work. You will lead development impact fee and linkage/nexus studies that establish legally defensible fee schedules, including studies under the Georgia Development Impact Fee Act and a housing nexus and financial study for a large city.

Qualifications

• At least 5 years of professional experience preparing development impact fee, linkage fee, or nexus studies for public agencies.
• Working knowledge of state impact fee enabling statutes (e.g., Georgia DIFA, California Mitigation Fee Act).
• Strong financial modeling skills.
• Comfortable as a 1099 project-based consultant.

Responsibilities

• Build growth projections, level‑of‑service standards, and capital improvement inventories by fee category.
• Prepare nexus analyses establishing proportionate share and maximum justified fees.
• Develop fee schedules, credits, exemptions, and financial feasibility tests.
• Draft Capital Improvements Elements / fee reports and ordinance‑ready recommendations.
• Present findings to councils, advisory committees, and development stakeholders.
• Contribute qualifications and past‑performance narrative to AlphaGov proposals when you authorize naming.
