AlphaGov is seeking an Impact Fee & Nexus Study Consultant for local-government work. You will lead development impact fee and linkage/nexus studies to establish legally defensible fee schedules for public agencies, including studies under the Georgia Development Impact Fee Act and housing nexus and financial study for a large city.

We confirm scope, schedule, and fee with you before any engagement begins. You will build growth projections, level-of-service standards, and capital improvement

Qualifications

• At least 5 years of professional experience preparing development impact fee, linkage fee, or nexus studies for public agencies.
• Working knowledge of state impact fee enabling statutes (e.g., Georgia DIFA, California Mitigation Fee Act) with strong financial modeling skills.
• Comfortable as a 1099 project-based consultant.

Responsibilities

• Build growth projections, level-of-service standards, and capital improvement inventories by fee category
• Prepare nexus analyses establishing proportionate share and maximum justified fees
• Develop fee schedules, credits, exemptions, and financial feasibility tests
• Draft Capital Improvements Elements / fee reports and ordinance-ready recommendations
• Present findings to councils, advisory committees, and development stakeholders
• Contribute qualifications and past-performance narrative to AlphaGov proposals when you authorize naming
