Job summary

ManpowerGroup is seeking a Utilities Project Manager for a leading public utilities client in Leesburg, Virginia. You will oversee design and construction of water and sewer projects, coordinating with customers, Town departments, and contractors to ensure timely completion.

The ideal candidate has a BS in civil engineering or related field, 5+ years in civil construction/management (3+ in water/wastewater), and proficiency with MS Office and PM tools. A valid driver’s license is required.

Qualifications

• Bachelor’s degree in civil engineering, construction, or related field, or equivalent experience.
• Minimum of five (5) years in civil engineering construction or construction management, with at least three (3) years focused on water and wastewater systems.
• Valid driver’s license with a safe driving record.
• Knowledge of civil engineering principles, project management, and contract administration.
• Proficiency with software such as Microsoft Office, ProCore, and asset management tools.

Responsibilities

• Manage design and construction of public utility projects, ensuring compliance with standards and regulations.
• Oversee contracts related to engineering, design, PM, and construction services.
• Coordinate with customers, Town departments, outside agencies, and contractors.
• Review engineering drawings, plans, and specifications for quality and standards compliance.
• Develop and monitor project schedules, budgets, and documentation for timely completion.
