Job summary

True Zero Technologies seeks an IDIQ Program Manager to lead assignment contracts and related task orders. You will coordinate across delivery, contracts, finance, recruiting, business development, and technical teams to plan, staff, and execute multiple orders with varying requirements and budgets.

Strong federal contracting knowledge is essential. The role emphasizes governance, risk management, and performance reporting to ensure profitability and client satisfaction across government

Qualifications

• Bachelor’s degree in business, management, finance, IT, engineering, or related field.
• Eight+ years of experience managing federal contracts, programs, or task orders.
• Direct experience managing IDIQ, GWAC, BPA, or other multi‑award contracts.
• Experience overseeing multiple concurrent task orders with separate budgets and schedules.
• Knowledge of federal acquisition practices, contract types, funding structures, and task order processes.
• Experience managing program financials including revenue, margin, forecasting, and costs.
• Ability to work with contracting officers, government reps, stakeholders, and leadership.
• Experience coordinating proposal, pricing, staffing, transition, and delivery for task orders.
• Strong written and verbal communication; capable of executive briefings and deliverables.
• U.S. citizenship and ability to obtain/maintain security clearance.

Responsibilities

• Provide overall management and oversight of assigned IDIQ contracts and task orders.
• Serve as primary program contact for government customers, contracting officials, and partners.
• Manage task order scope, staffing, schedules, budgets, deliverables, risks, and performance.
• Review SOWs, RFPs, requirements, and modifications to determine delivery needs and risks.
• Coordinate task order responses with BD, pricing, contracts, recruiting, and technical leadership.
• Develop and maintain program plans, staffing plans, transition plans, risk registers, and reports.
• Monitor funding, revenue, labor utilization, burn rates, subcontractor costs, invoicing, and profitability.
• Lead program reviews and report on performance, staffing, finances, risks, and actions.
• Oversee subcontractor performance, workshare, deliverables, and compliance with agreements.
• Identify opportunities to improve contract performance and pursue new task orders.
