Job summary

Horrocks is seeking a Senior Transportation Project Manager to lead Idaho transportation teams from planning through construction. You will direct scopes, budgets, and schedules while mentoring engineers and coordinating multidisciplinary professionals across roadway, traffic, structures, and utilities.

You will build relationships with public agencies, pursue new opportunities, and shape project strategy in a collaborative, growth-oriented environment.

Qualifications

• Bachelor's degree in civil engineering or related field.
• Professional Engineer licensure (PE) required or in process.
• 10+ years of progressive engineering experience.
• Experience delivering transportation infrastructure projects.
• Experience managing multidisciplinary transportation projects.
• Strong written and verbal communication skills.

Responsibilities

• Lead transportation projects from initial scoping and planning through design and construction.
• Manage project scope, schedule, budget, quality, risk, and overall delivery.
• Serve as a trusted point of contact for transportation clients throughout Idaho.
• Coordinate multidisciplinary teams including roadway, traffic, structures, drainage, utilities, environmental, surveying, and construction professionals.
• Develop project approaches, scopes of work, fee estimates, schedules, and staffing plans.
• Lead and contribute to proposals, interviews, and other business development efforts.
• Build and maintain strong relationships with public agency clients, teaming partners, contractors, and stakeholders.
• Identify upcoming transportation opportunities and help develop strategies to pursue them.
• Provide technical oversight and quality assurance while empowering project teams.
• Mentor project managers, engineers, and emerging leaders.
• Work with Idaho transportation leadership to establish strategic priorities and grow the practice.
