Tasks and responsibilities
For a clearly defined analysis assignment, we are looking for an ICT Business Analyst to develop independent advice on the future of an existing digital platform. This is a one-off decision-support assignment. Structural application management, product management and ALM remain outside the scope of the assignment and fall under internal responsibilities.
The assignment results in a concise and substantiated advisory report, supplemented by a short explanation to the client. Within a limited analysis volume, you formulate an independent technical and financial evaluation as the basis for choosing between three future scenarios.
Doel en deliverables
- A technical and financial analysis of the current situation.
- An estimate of costs and risks per scenario.
- A reasoned recommendation, taking into account objectives and budget feasibility.
In scope
1. Technische analyse
- You map out the main technical bottlenecks, technical debt and structural causes of recurring incidents and high maintenance or support costs, including relevant APIs and integrations.
- You assess the dependency on a shared back-end and its impact on possible future scenarios.
- You make a high-level evaluation of the stability, maintainability and risks of the current platform model.
- You identify UX- and role-related barriers that have a clear impact on costs, adoption or scenario feasibility, based on available data and conversations with stakeholders.
2. Collaborations and external dependencies
- You analyze the technical functioning of existing data flows and integrations, including bottlenecks and the financial or operational trade-off against the objectives.
- You assess planned or prepared integrations for relevance, risk and cost impact for the different scenarios.
- You carry out a brief market exploration of overlapping instruments or platforms that are relevant to a fundamental reorientation.
3. Financial analysis
- You provide insight into the most important cost drivers.
- You make a clear distinction between management, support, optimization and further development.
- You weigh the current functioning against the stated objectives.
- You work out an indicative cost and investment range per scenario, with attention to risks and dependencies.
Scenarios on which advice is expected
- Scenario 1: Maintaining and optimizing the current form and function, with substantiated adjustments and a cost-benefit estimate.
- Scenario 2: Reorienting or thoroughly adapting function, objectives, technology and budget, with substantiated adjustments and a cost-benefit estimate.
- Scenario 3: Fundamentally redesigning, including the consideration of whether an own platform is still the best option or whether alignment with other instruments is more appropriate.
Out of scope
- Daily ticket handling, bug fixing and operational support.
- Full UX research or a complete redesign for all target groups.
- A comprehensive societal impact analysis or policy analysis.
- The implementation of the chosen scenario.
Approach
The assignment includes document analysis, clarification of cost structures, technical interviews with internal ICT, product owners and the current technical partner, analysis of available monitoring, ticket and cost information, alignment with relevant stakeholders, and delivery of an advisory report with explanation.
You combine insight into general business operations with application to ICT, business process development and optimization (BPM), project management and stakeholder management. You are also expected to be familiar with project aspects such as costs, timing, coordination, planning and estimates, and to be able to adequately assess technical environments including Craft, Next.js, AWS, PHP and Drupal in terms of product management and optimization. Experience within the Flemish government or the broader public sector is relevant.
