Solutions Through Innovative Technologies, Inc. (STI-TEC) seeks a logistics-focused professional to support USSOCOM program logistics and enterprise systems.

You will evaluate life cycle costs, coordinate with PEO/PSM, and help implement ICP item management across large systems. Requires secret clearance, an associate degree, 5+ years of federal experience in financial/program/logistics, and proficiency with LIS and MS Office.

Qualifications

• Secret clearance required on day one of performance.
• Associate degree in logistics management, supply chain or related field.
• Minimum 5 years of combined experience with DOD or federal agency in Financial Management, Program Management and Logistics.
• Minimum 2 years as a program/project lead supporting implementation and sustainment.
• Minimum one year operating in a Logistics Information System (LIS).
• Proficient in Microsoft Office Suite.

Responsibilities

• Evaluates life cycle cost and trade-off parameters to optimize resources without compromising readiness.
• Interfaces with PEO/PM Product Support Managers to analyze data and recommend best practices.
• Implements and sustains ICP item management functions.
• Coordinates with ICP on implementation, troubleshooting and sustainment actions.
• Plans, manages and coordinates logistics supply chain for an assigned system with Government approval.
• Integrates supply, maintenance, spares procurement, and QA into logistics activities.
• Supports Integrated Logistics Support plans and milestones as directed.
• Uses internal controls and suggests policy/regulatory improvements as needed.
• Performs Item Manager duties in APSR including ICP management, requisitions, referrals, dispositions, and scheduling.
• Conducts causative research to resolve item management discrepancies.

Position Overview

The U.S. Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) is responsible for all USSOCOM research, development, acquisition, procurement, and logistics. SOF AT&L works with Government, academia, and industry in meeting its mission to provide rapid and focused acquisition, technology, and logistics support to Warfighters, delivering the most effective capabilities to our Special Operations Forces.

The purpose of this contract is to provide contractor support personnel to assist the Acquisition Logistics Directorate (ALD) in implementing and systematically maintaining the Enterprise Logistics Management System (ELMS) Warehouse, Maintenance & Utilization (M&U), Inventory Control Point (ICP), Property Accountability (PA), and Materiel Management modules across all Special Operation Forces’ supply support activities.

Essential Job Function

• Evaluates individual PEO program’s life cycle cost and trade-off parameters to ensure optimal use of product support providers supply and resources without degrading operational readiness.
• Interfaces with PEO/PM Product Support Managers IOT gather facts, analyze data, and develops recommendations relative to any life cycle matters; cross-references regulatory guidance, USSOCOM policy directives, and inventory management to recommend best practices that optimize program’s inventory management stock levels and distribution.
• Implements and sustains USSOCOM Inventory Control Point (ICP) item management functions.
• Coordinates with ICP personnel on implementation, trouble shooting, corrective action, and sustainment actions in execution of item management functions.
• Plans, manages, and coordinates logistics supply chain support for an assigned major system or subsystems with Government approval.
• Integrates functions of supply, maintenance, spares procurement, and quality assurance into logistics activities required to sustain fielded systems with Government approval.
• Assists PEO/PSM to implement Integrated Logistics Support (ILS) plans and milestones as directed by policy and guidance to provide the best product for the user, ensuring the most effective and economical means of support are considered and planned for during all stages of a system’s life cycle.
• Utilize internal controls and recommend policy and regulatory changes, as well as program enhancements when needed.
• Perform Item Manager duties within APSR to include but not limited to, assigned ICP management and maintenance functions, fulfill requisitions, referrals, dispositions, and on-site inventory scheduling with Government approval.
• Conducts causative research and fact finding as required to resolve item management discrepancies.

Minimum Qualifications

• Require Secret Clearance on day one of performance
• Associate degree required, including coursework in logistics management, supply chain or business-related field
• Minimum 5 years of combined experience with DOD or other federal agency in Financial Management, Program Management and Logistics, INCLUDING:
• Minimum 2 years' experience as a program/project lead supporting implementation and sustainment
• Minimum one year experience operating in a Logistics Information System (LIS)
• Must be proficient in Microsoft Office Suite

Desired Qualifications

• Prefer one year SOF experience with knowledge of USSOCOM enterprise, subordinate organizations, and Service roles and responsibilities
