Job summary

STI-TEC, Solutions Through Innovative Technologies, Inc., is recruiting for a Logistics/Program Manager to support USSOCOM acquisitions and enterprise logistics systems. The role focuses on life cycle cost analysis, inventory control, and cross-functional coordination with PEO/PSM, ICP, and ILS activities to ensure optimal readiness and economical support for fielded systems.

Qualified candidates will have a Secret clearance, an associate degree in logistics or related field, 5+ years in DoD

Qualifications

  • Secret clearance required on day one of performance.
  • Associate degree in logistics management or related field.
  • Minimum 5 years of combined experience with DoD or other federal agency in Financial Management, Program Management and Logistics.
  • Minimum 2 years' experience as a program/project lead.
  • Minimum one year experience operating in a Logistics Information System (LIS).
  • Must be proficient in Microsoft Office Suite.

Responsibilities

  • Evaluates life cycle cost and trade-off parameters to optimize supply and resources while maintaining readiness.
  • Interfaces with Product Support Managers to gather data and develop recommendations.
  • Implements and sustains item management functions within ICP.
  • Coordinates with ICP personnel on implementation and sustainment actions.
  • Plans and coordinates logistics supply chain support for a major system or subsystems.
  • Integrates supply, maintenance, spares procurement, and QA into logistics activities.
  • Assists in implementing ILS plans and milestones for best product support.
  • Utilizes internal controls and recommends policy/regulatory changes.
  • Performs Item Manager duties within APSR including ICP management and inventory scheduling.
  • Conducts causative research to resolve item management discrepancies.

Position Overview

The U.S. Special Operations Command (USSOCOM) Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) is responsible for all USSOCOM research, development, acquisition, procurement, and logistics. SOF AT&L works with Government, academia, and industry in meeting its mission to provide rapid and focused acquisition, technology, and logistics support to Warfighters, delivering the most effective capabilities to our Special Operations Forces.

The purpose of this contract is to provide contractor support personnel to assist the Acquisition Logistics Directorate (ALD) in implementing and systematically maintaining the Enterprise Logistics Management System (ELMS) Warehouse, Maintenance & Utilization (M&U), Inventory Control Point (ICP), Property Accountability (PA), and Materiel Management modules across all Special Operation Forces’ supply support activities.

Essential Job Function
  • Evaluates individual PEO program’s life cycle cost and trade‑off parameters to ensure optimal use of product support providers supply and resources without degrading operational readiness.
  • Interfaces with PEO/PM Product Support Managers IOT gather facts, analyze data, and develops recommendations relative to any life cycle matters; cross‑references regulatory guidance, USSOCOM policy directives, and inventory management to recommend best practices that optimize program’s inventory management stock levels and distribution.
  • Implements and sustains USSOCOM Inventory Control Point (ICP) item management functions.
  • Coordinates with ICP personnel on implementation, trouble shooting, corrective action, and sustainment actions in execution of item management functions.
  • Plans, manages, and coordinates logistics supply chain support for an assigned major system or subsystems with Government approval.
  • Integrates functions of supply, maintenance, spares procurement, and quality assurance into logistics activities required to sustain fielded systems with Government approval.
  • Assists PEO/PSM to implement Integrated Logistics Support (ILS) plans and milestones as directed by policy and guidance to provide the best product for the user, ensuring the most effective and economical means of support are considered and planned for during all stages of a system’s life cycle.
  • Utilize internal controls and recommend policy and regulatory changes, as well as program enhancements when needed.
  • Perform Item Manager duties within APSR to include but not limited to, assigned ICP management and maintenance functions, fulfill requisitions, referrals, dispositions, and on‑site inventory scheduling with Government approval.
  • Conducts causative research and fact finding as required to resolve item management discrepancies.
Minimum Qualifications

  • Associate degree required, including coursework in logistics management, supply chain or business‑related field
  • Minimum 5 years of combined experience with DOD or other federal agency in Financial Management, Program Management and Logistics, INCLUDING:
  • Minimum 2 years' experience as a program/project lead supporting implementation and sustainment
  • Minimum one year experience operating in a Logistics Information System (LIS)
  • Must be proficient in Microsoft Office Suite
Desired Qualifications
  • Prefer one year SOF experience with knowledge of USSOCOM enterprise, subordinate organizations, and Service roles and responsibilities
