Job summary

ConsultUSA is seeking an experienced Technical Program Manager to lead a strategic enterprise IAM migration, directing strategy, planning, execution, adoption, and operational readiness while ensuring regulatory and security alignment.

Qualifications

• 7–10 years in technology program leadership
• IAM experience required
• Experience with SailPoint, Okta, CyberArk, AD, ServiceNow, Splunk, Terraform integrations

Responsibilities

• Lead the end-to-end migration of IAM platform
• Develop and manage program roadmaps, milestones, budgets, dependencies, risks, and resource plans
• Establish governance structures, steering committees, executive reporting, and decision-making frameworks
• Drive alignment between business objectives, security requirements, and technology strategy
• Oversee all phases of the migration
• Coordinate migration of identity governance capabilities
• Partner with Audit, Risk, Security, and Compliance to ensure SOX controls and regulatory adherence
• Ensure auditability, evidence collection, access reviews, and policy enforcement
• Serve as liaison between technical teams and executive leadership
• Facilitate executive communications and provide program health updates
• Collaborate with IAM architects on design and migration strategy
• Ensure successful integrations with infrastructure, cloud, HR, ServiceNow, apps, and security teams
• Understand dependencies across directories, identity sources, cloud platforms, apps, governance workflows, and provisioning systems
• Develop organizational readiness strategies
• Lead communication, training, and adoption planning
• Prepare ops teams to support new platform post-deployment
