Citizant in Washington, DC invites a seasoned IT Business Analyst to join our team supporting USCP’s Enterprise Applications. You will gather requirements, manage backlogs, execute sprints, run UAT, and test solutions in an Agile environment to ensure mission-aligned technology initiatives.

The role requires at least 5 years in business analysis, strong experience with JIRA/Confluence, familiarity with SDLC, and the ability to work in a federal/public-safety setting.

Position Summary

Join our dynamic team as an IT Business Analyst, where you will play a vital role in supporting customer engagement, gathering requirements, managing backlogs, executing sprints, and conducting testing within an Agile environment for USCP’s Enterprise Applications. This position offers an exciting opportunity to bridge the gap between business needs and technological solutions, ensuring that our department’s mission and operational priorities are effectively supported through innovative and well-aligned technology initiatives.

Requirements

Key Responsibilities

• Engage with business stakeholders and end users to elicit, analyze, and document business and functional requirements for enterprise applications.
• Manage and prioritize the product backlog in JIRA, writing user stories, business requirement documents (BRDs), and acceptance criteria aligned with EAMD objectives.
• Support Agile ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives, ensuring clear communication of priorities and status.
• Coordinate and execute user acceptance testing (UAT), manage defect tracking, and work with development and QA teams to validate solutions.
• Maintain project documentation, including process flows, requirements traceability, and decisions, using Confluence and other collaboration tools.
• Perform basic data analysis and process modeling to identify improvement opportunities and support decision-making.
• Serve as a liaison between technical teams and business stakeholders to ensure solutions are mission-aligned, usable, and compliant with USCP policies.
• Contribute to transition and knowledge transfer activities to support continuity of operations across the EAMD and other OIS divisions.

Required Qualifications

Experience:

• At least 5 years of hands-on experience in business analysis, IT project support, or closely related fields.
• Specialized Experience: Direct experience working in Agile environments with responsibility for backlog management, user story creation, and UAT.
• Local to the D.C. area.

Technical Skills & Competencies:

• Proficiency with JIRA for backlog and issue management and Confluence for documentation.
• Strong skills in requirements elicitation, documentation, and stakeholder communication.
• Familiarity with SDLC, Agile methodologies, and testing practices.
• Ability to perform data analysis, process mapping, and basic modeling.
• Strong analytical thinking, attention to detail, and ability to work in a dynamic law-enforcement environment.

Education:

• Bachelor’s degree in Business, Information Systems, Computer Science, or a related field.
• Professional certification in Business Analysis and/or Agile methodology (e.g., CBAP, PMI-PBA, Scrum certification) preferred but not required.

Certifications: (If Required)

• Business analysis or Agile framework certifications preferred.

Security Clearance:

• Ability to satisfy USCP background investigation, fingerprinting, and badging requirements and maintain confidentiality of sensitive operational information.

Preferred Qualifications

• Experience supporting IT programs in federal, public safety, or law enforcement organizations.
• Familiarity with Microsoft 365, SharePoint, and collaboration tools used in federal environments.
• Experience contributing to transition activities between incumbent and incoming teams.
• Demonstrated ability to balance multiple priorities in fast-paced, mission-critical contexts.

Work Environment

• Location: On-site at USCP facilities in Washington, DC with hybrid work; full on-site during acclimation, then minimum 2 days per week on-site and up to 3 days telework based on USCP guidance.
• Schedule: Full-time; 8:00 AM to 5:00 PM, Monday through Friday, with potential support for special events and off-hours activities as required.
