Job summary

GOEBEL FIXTURE COMPANY is seeking an experienced Owner's Representative Hydro Power Plant Construction Manager to lead on-site oversight through design, procurement, construction, commissioning, and turnover of hydroelectric facilities. You will ensure safety, schedule adherence, and budget compliance while coordinating with the Owner, EPC contractor, engineers, suppliers, and regulators.

The role requires extensive hydro/large-scale construction experience and a proven track record in contract

Qualifications

• Bachelor's degree in Civil, Mechanical, Electrical Engineering, Construction Management, or related discipline.
• Minimum 15 years of progressively responsible construction experience on large infrastructure or power generation projects.
• At least 10 years of hydroelectric or heavy civil construction experience.
• Demonstrated experience as Owner's Representative, Owner's Engineer, Resident Engineer, or Senior Construction Manager on EPC projects.

Responsibilities

• Serve as the Owner's on-site representative for all construction activities.
• Protect the Owner's commercial and technical interests throughout project execution.
• Monitor EPC contractor performance against contractual obligations.
• Provide independent assessments of project progress, quality, safety, and schedule.
• Identify construction risks and recommend mitigation strategies.
• Review RFIs, change orders, claims, and schedule recovery plans.
• Support project governance through reporting and executive briefings.
• Monitor construction activities to verify compliance with drawings, permits, and contract requirements.
• Verify construction sequencing and interface management across disciplines.
• Ensure contractor compliance with approved methodologies.
• Participate in daily coordination meetings and weekly reviews.
• Review contractor work plans, look-ahead schedules, and resource loading.
• Monitor mechanical, electrical, and civil scope execution and testing.
• Review FATs/SATs and turnover documentation.
• Assist in contract administration and change management.
• Ensure final acceptance and project turnover to Owner.
