Job summary

The Idaho Department of Environmental Quality (DEQ) is seeking a Solid Waste Compliance Coordinator - Analyst 4 for the State Office in Boise. The role oversees the Solid Waste Program's compliance assurance, inspections, enforcement actions, and policy development.

Hybrid telecommuting may be possible; the position requires a deep regulatory background and strong coordination with regional offices. Salary ranges are listed as $37.00–$40.00 per hour.

Qualifications

• Minimum of a Bachelor's degree or education/experience equivalent; two years of undergrad substitution rules apply.
• At least six years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, stakeholders, and the public.
• Master's degree plus four years of experience may substitute for some qualifications.

Responsibilities

• Develop and manage the Solid Waste Program compliance assurance program, including inspections, staff oversight, and program reviews.
• Maintain and update compliance and enforcement guidance, policies, and procedures statewide.
• Develop and implement annual inspector training and coordinate with regional inspectors on inspections and reports.
• Review inspection reports and coordinate enforcement actions with regional staff.
• Coordinate with inspectors and program staff on fee collection and facility siting/review processes.
• Provide technical/regulatory assistance on state and federal solid waste rules and Waste Tire Disposal Act.
• Represent the program in speaking engagements, meetings, and with media as needed.

Education

Bachelor's degree or equivalent in physical/biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field

Master's degree in any of the above fields (optional for 4+ years experience)
