ActioNet, Inc. is seeking a Subject Matter Expert (SME) Requirements Engineer to join a large federal modernization program. The role focuses on elicitation, validation, and management of functional, technical, operational, security, and performance requirements across complex systems.

The position is hybrid, based in Suitland, MD, with 2 days on-site. Candidates must be U.S. citizens and will run real elicitation sessions, producing traceable artifacts from discovery through deployment and

Qualifications

• 10+ years of requirements engineering or related experience on federal or complex programs.
• Ability to elicit and document multiple requirement types and convert stakeholder language into measurable acceptance criteria.
• Hands-on experience with requirements traceability, baselining, version control, change impact analysis, and review/approval workflows.
• Experience across full SDLC from planning to operations, not just documentation.
• Strong facilitation and stakeholder management skills.
• U.S. citizenship required.

Responsibilities

• Elicit and analyze requirements from stakeholders.
• Plan and facilitate discovery sessions and design reviews.
• Translate needs into measurable functional, technical, security, and performance requirements.
• Establish and maintain baselines and traceability from business needs through operations.
• Document changes impacts on architecture, scope, and schedule.
• Mentor others and represent requirements management in governance forums.
