Job summary

State of Arizona (AZDES) is seeking a Senior IT Software Procurement Analyst to lead end-to-end software, SaaS, PaaS, IaaS, and IT services sourcing. You will negotiate terms, manage a 40–50 vendor portfolio, and drive data-driven optimization across renewals and governance.

Hybrid role with on-site training for 3–4 weeks and 4 days remote per week. Local state-resident candidates preferred for AZ state operations.

Qualifications

• Minimum of 6 years in IT software procurement and vendor management.
• Experience leading software evaluations and competitive solicitations (RFPs/RFQs).
• Strong knowledge of software licensing models and renewals.
• Data-driven analyses (TCO/ROI) to optimize cost and usage.
• Ability to collaborate with IT, Legal, Finance, and Security teams.

Responsibilities

• Lead end-to-end IT procurement initiatives for software, SaaS, and services.
• Negotiate terms, SLAs, pricing structures, and renewal caps with vendors.
• Manage 40--50 vendor relationships and governance across portfolios.
• Renewal analysis using usage data to optimize agreements and avoid waste.
