Job summary

Boston Government Services, LLC (BGS) is seeking a Building Technologies Office Program Analyst to support the DOE CMEI program in Washington, DC. The role involves project management, technical reviews, and developing competitive solicitations for Building Envelope and Windows R&D, with collaboration across legal, contracting, NEPA, and communications teams.

Qualifications

• Master’s degree in STEM, Environmental Science, Energy Policy, or a related discipline.
• Self-starter; able to work independently and in a dynamic team.
• Experience tracking and monitoring government funded R&D projects.
• Professional attitude with strong attention to detail.
• Ability to balance multiple long- and short-term projects and priorities.
• Highly proficient in Microsoft Office (Word, Excel, PowerPoint, Access, MS Project).
• Strong oral and written communication in technical reports and presentations.
• Must be a U.S. citizen.
• Must be eligible to obtain/maintain a security clearance.

Responsibilities

• Assist with project management of national laboratory and competitive funded Building Envelope and Windows R&D.
• Conduct critical reviews and evaluations of project deliverables and R&D plans.
• Manage scope, time, and budgets.
• Support communications plans, outreach, and engagement with BTO to increase impact.
• Advise on science and technology best practices.
• Support interagency working groups with information requests, scheduling, and reporting.
• Assist in develop of strategic plans for Built Environment Policy R&D.
• Horizon scanning for new technologies and applications; literature reviews and documentation.
• Develop out-year research plans/themes; engage with industry, NGOs, agencies, academia, tribes, states, and other stakeholders.
• Prepare briefing documents with quick turnaround times; support budget requests and planning.
• Support BTO program staff with administrative processes.
