Job summary

State of Iowa - Executive Branch is seeking a QMS Data Analyst to support statewide data quality and analytics strategy within the HHS Division of Medicaid, Systems, Data and Analytics.

You will build scalable data solutions, develop pipelines with IT, perform SQL extracts from the Medicaid Data Warehouse, and advance data governance across programs to improve health outcomes for Iowans. Hybrid work after probation.

Qualifications

• Six years of full-time work experience in business/data/statistical analytics, economic research, or data science.
• Unofficial transcripts are required to verify education.
• Graduation from an accredited four-year college or university with a degree in business analytics, economics, data science, statistics, mathematics, MIS, or industrial management, and experience equal to two years of full-time work.
• Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Data Analyst 1.

Responsibilities

• Build and scale analytic models to support quality monitoring.
• Partner with DOM-DoIT to develop data pipelines and reporting tools.
• Create SQL-based data extracts from the Medicaid Data Warehouse.
• Assess new reporting needs and recommend improvements.
• Conduct descriptive and diagnostic analyses to support stakeholders.
• Prioritize and integrate new datasets into the data warehouse.
• Support Data Sharing Agreements and clarify analytic use cases.
• Ensure data accuracy and alignment with governance standards.
• Implement automation to streamline data ingestion and refresh.
• Identify datasets needing improved exchange with MCOs and vendors.
• Provide technical guidance on proposed data changes and warehouse updates.
• Monitor and improve data quality and exchange reliability.
