The Iowa Department of Health and Human Services (HHS) seeks a QMS Data Analyst to enhance statewide data quality and analytics strategy for Medicaid. You will collaborate across programs, compliance, and IT to build scalable data solutions that improve health outcomes for Iowans.

Responsibilities include building analytic models, data acquisition/integration, and ensuring governance, privacy, and data exchange reliability.

Qualifications

• Six years of full-time work experience in business/data/statistical analytics, economic research, or data science.
• Graduation from an accredited four-year college or university with a degree in business analytics, economics, data science, statistics, mathematics, MIS, or industrial management.
• Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Data Analyst 1.

The Iowa Department of Health and Human Services (HHS), Division of Medicaid, Systems, Data and Analytics team is seeking a skilled, detail-oriented, and forward-thinking QMS (Quality Management System) Data Analyst to support and enhance our statewide data quality and analytics strategy.

About the Role

This role is central to improving how Iowa Medicaid measures performance, monitors quality, and exchanges data with partners. You’ll work across programs, compliance, and IT teams to build scalable data solutions that directly improve health outcomes for Iowans.

Quality Management & Analytics

• Build and scale analytic models to support quality monitoring.
• Partner with Department of Management IT (DOM-DoIT) to develop data pipelines and reporting tools.
• Create SQL-based data extracts from the Medicaid Data Warehouse.
• Assess new reporting needs and recommend improvements.
• Conduct descriptive and diagnostic analyses to support stakeholders.
• Data Acquisition & Integration
• Prioritize and integrate new datasets (Child Welfare, InterRAI, PASRR, etc.) into the data warehouse.
• Support Data Sharing Agreements and clarify analytic use cases.
• Ensure data accuracy and alignment with governance standards.
• Implement automation to streamline data ingestion and refresh.
• Data Exchange Enhancement
• Identify datasets needing improved exchange with Managed Care Organizations (MCOs) and vendors.
• Provide technical guidance on proposed data changes and warehouse updates.
• Monitor and improve data quality and exchange reliability.

Data Documentation

• Consolidate and maintain source system and warehouse documentation.
• Develop QMS data dictionaries and metadata.
• Support ongoing data governance and adhere to privacy and security standards.

SQL

6 months’ experience, 12 semester hours, or a combination of both using Microsoft SQL toolset within no more than 2 major versions of the current release.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1. Six years of full-time work experience in business/data/statistical analytics, economic research, or data science.

3. All of the following (a and b):

   a. A total of four years of education and/or full-time experience in business/data/statistical analytics, economic research, or data science, where thirty semester hours of accredited college or university coursework in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management equals one year of full-time experience; and

   b. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business analytics, economics, data science, statistics, mathematics, management information systems, or industrial management equals one year of full-time experience.

4. All of the following (a and b):

   a. Two years of full-time work experience in business/data/statistical analytics, economic research, or data science; and

   c. Possession of a professional certificate in data science, business analytics, or data analytics.
