Job summary

SHINE Technologies seeks a Licensing Manager to lead a licensing team handling regulatory and compliance activities aligned with applicable local, state, and federal requirements. The role coordinates licensing deliverables with technical teams and oversees long-term compliance and support functions.

The position supports hybrid or remote work arrangements, with HQ in Janesville, WI, and occasional travel as needed for meetings or on-site engagements.

Qualifications

• Bachelor’s degree in engineering, science or related field, or equivalent experience such as a Senior Reactor Operator License or the Naval Nuclear Propulsion Program.
• A minimum of 7 years of nuclear experience in regulatory affairs, engineering, operations, or quality assurance.
• Demonstrated knowledge of Title 10 CFR Part 50 and regulatory guidance for non-power facilities and radioactive material licenses.
• Demonstrated knowledge of NRC and Agreement State licensing processes.
• Proficient in Microsoft Office Suite and Adobe Acrobat Pro.
• Ability to communicate effectively with all levels and regulators, contractors, and suppliers.

Responsibilities

• Define, develop, and execute SHINE’s licensing strategies.
• Oversee licensing activities including regulatory engagement plans and reviews by regulatory agencies.
• Prepare licensing correspondence ensuring completeness and accuracy.
• Maintain SHINE licensing bases and associated programs.
• Interface with regulators in regulatory engagements and oversight activities.
• Ensure documentary accuracy of regulator-provided reports and safety analyses.
• Prepare and deliver licensing presentations to internal and external organizations.
• Oversee implementation of the SHINE corrective action program.
• Lead resolution of key strategic licensing issues.
• Develop and manage the departmental budget.
• Participate in industry-led and regulator-led regulatory activities.
• Perform other duties as assigned.
