Job summary

The Oregon Department of Early Learning and Care is seeking a Grant in Aid Compliance & Program Integrity Specialist (Operations & Policy Analyst 2) to translate legislation, policy, data, and compliance requirements into practical solutions. This permanent role strengthens program integrity and accountability across DELC programs in a hybrid schedule (office in Salem and home).

Qualifications

• Bachelor's degree and two years of evaluative, analytical and planning work related to program policy, compliance or operational improvement, or five years equivalent experience.
• Demonstrated ability to analyze complex laws, translate requirements into actionable guidance, and manage cross-functional initiatives.
• Strong written and verbal communication, and the ability to work across programs and teams.

Responsibilities

• Improve compliance, monitoring, quality assurance, and internal processes.
• Develop policies and operational solutions that reduce risk and improve program effectiveness.
• Analyze legislation and recommend changes to policies, programs, and operations.
• Advise agency leadership on policy options and program impacts.
• Lead cross-functional projects to address compliance gaps and improve systems.
• Research best practices and strengthen program integrity.
