Job summary

The North Carolina Department of Health and Human Services (DHHS) is seeking a Human Services Program Consultant II (NS) to implement Older Americans Act requirements, develop and oversee rules, and provide guidance across the Elder Rights and Special Initiatives Unit. The role focuses on protecting rights and autonomy for adults 60+ and coordinating with service providers.

Qualifications

Experience working with older adults, aging networks, or providers serving vulnerable populations.
Applied expert-level legal writing; reviewing, revising, and drafting statutorily relevant documents.
Proficient in legal research databases to track mandates, legislative intent, and rule changes.
Interpreting complex regulatory requirements and translating them into defensible policy options.
Experience delivering regulatory/program information to varied audiences.

Responsibilities

Implement Older Americans Act requirements related to legal services for adults 60+.
Develop, review, and revise rules within the Division's scope.
Oversee rule content to align with statutory mandates.
Prepare and present information before state regulatory boards.
Analyze statutory language for program operations implications.
Draft legally defensible policy options for providers.
Track regulatory developments using legal research tools.
Collaborate with internal and external partners in service provision and oversight.
Provide guidance to ensure consistency in rule interpretation and compliance.
Contribute to special Elder Rights initiatives.
