Job summary

New York State Homes and Community Renewal (HCR) is seeking a Data Analyst to analyze, visualize, and report data for the Office of Resilient Homes and Communities. The role blends data science, GIS, and policy research to support reporting, decision‑making, and program quality across the agency.

Under the Director of Research and Data, you will maintain spatial and quantitative databases, update the DRGR system, and produce maps, dashboards, and reports.

Qualifications

• Bachelor’s degree in GIS, Geography, Urban Planning, Public Policy, Statistics, CS, or related field.
• Knowledge of disaster recovery, infrastructure, housing, economic development, or resiliency is preferred.
• Experience distilling policy analysis into briefs, memos, etc.
• 2 years of professional analytic experience.
• Experience with Esri ArcGIS 10.x, ArcGIS Online, ArcGIS Server, Model Builder, R, and Python.
• Excellent oral, written, and quantitative skills.
• Strong problem‑solving and data‑driven decision making.
• Proficient in Excel and Access.
• Ability to work in a flexible, fast-paced, mission-driven environment.

Responsibilities

• Develop, update, and maintain performance reports and dashboards.
• Maintain Esri ArcGIS software and create maps and graphs.
• Input, track, and verify program data in DRGR and internal systems.
• Document data methodologies and SOPs for federal reporting.
• Provide analytical support for projects evaluating RHC programs.
• Coordinate with internal teams and external partners to share data.
