Qualifications

• Bachelor's degree in Construction Management, Electric Utility Construction, or related technical discipline
• Project Management certificate
• Ten+ years in overhead and underground distribution, subtransmission, and bulk transmission construction
• Five+ years in construction management on distribution, subtransmission, and bulk transmission projects
• Five+ years working with California utility regulatory requirements (G.O. 95, 128, 165, 131-d)
• Five+ years with US federal/state environmental regulations (USFWS, USACE, USFS, BLM, BIA, CDFW, RWQCB)
• Understanding construction methods, materials, tools, and equipment for electric utilities
• Ability to lead, facilitate and participate on technical teams on safety, construction, standards, quality
• Experience overseeing vendors/third parties and managing craft labor

Responsibilities

• Participate in initial field reviews with Transmission Engineering and Environmental teams to advise on construction feasibility
• Maintain plan alignment with engineering needs, construction feasibility, and regulatory requirements
• Conduct field reviews to develop plans supporting construction activities
• Write narrative construction plans with scope, personnel, and duration estimates
• Create Google Earth map sets of work areas and coordinate with GIS
• Develop list of required project permits
• Support EHSync data requests from Environmental, Real Properties, and Government Lands teams
• Assist with Project Execution Strategy reviews and determine Responsible Party for Construction
• Coordinate with Grid resources to execute work per TLRR Program Plan
• Negotiate with GCC to develop preliminary construction schedules and outage requests
• Assist in developing bids specifications and scopes of work for contracted projects
• Attend job walks and bid conferences; respond to technical questions; participate in bid reviews
• Participate in project construction kickoff meetings and ongoing construction meetings
• Meet with Contractors to address performance issues and provide feedback on QA/QC documents
• Support Final Acceptance and Project Closeout processes
