Anoka County is seeking a Budget Analyst in Minnesota to support the Finance Department with budgeting, analysis, and reporting. The role focuses on maintaining budget models, analyzing trends, and assisting leadership with the annual budget process.

Qualifications

• Bachelor’s degree.
• Two years (2,080 annual hours) of job-related experience in accounting, finance, budget or closely related experience.
• In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
• Degree in accounting, business, finance or related field.
• Three or more years (2,080 annual hours) of job-related experience in accounting, finance, budget or closely related experience.
• Possess a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) license.
• Knowledge of GAAP, financial systems and county organization and operation and ability to apply that knowledge.
• Ability to analyze, develop and interpret rules, regulations, policies and practices.
• Strong verbal and written communication skills.

Responsibilities

• Update and maintain the budget model to reflect process changes, analyze budget trends, and recommend adjustments.
• Coordinate with leadership and participate in the preparation of Anoka County’s annual budget.
• Review proposals for completeness, accuracy and compliance.
• Vet funding requests for merit and authenticity.
• Conduct research and recommend level of funding appropriate for inclusion in the budget.
• Prepare budget reports, budget analysis, and fund balance analysis.
• Monitor and ensure adherence to the budgeted levels and fund balance projections.
• Analyze revenue, expenses, and capital expenditure trends to identify variances and support forecasting.
• Participate in the development of the Anoka County’s Capital Improvement Plan and oversee capital, furniture, equipment and software budgets.
• Monitor county capital planning process.
• Administer Anoka County’s performance measurements and evaluate the impact of changes proposed through Federal and State mandates, laws, statutes, and accounting pronouncements.
• Monitor spending and forecast balance levels to designate reserves and project adequate tax levy during budget process.
• Provide guidance and explain budget and financial policies, procedures and concepts.
