Job summary

Leidos is seeking a Full Stack .NET Developer to support federal health enterprise systems for CSR operations. Design, build, and modernize UI, APIs, and data integrations across on-prem and Azure environments, with hands-on Azure AI and identity integration.

Candidate must be local to DC Metro for hybrid/onsite in Bethesda, with minimum 2 days onsite. US Citizenship or Green Card with ability to obtain Public Trust.

Qualifications

• Bachelor’s degree in CS or related field and 3+ years of software development.
• Strong full-stack experience with C#, ASP.NET MVC, .NET/.NET Core, REST APIs, EF, ADO.NET, and SQL Server.
• Front-end skills with HTML5, CSS3, JavaScript, Bootstrap, jQuery, and AJAX, including responsive design.
• Experience deploying .NET apps in Azure, including Azure Functions and Web APIs.
• Azure AI development experience and integrating AI services via .NET APIs.
• OAuth 2.0 / OpenID Connect authentication with Login.gov or similar.
• SSO, token validation, RBAC, API security.
• Strong SQL Server / T-SQL skills; data integration.
• Git, automated testing, CI/CD, secure coding practices.
• Effective communication across technical and business teams.

Responsibilities

• Design, develop, test, and maintain responsive web apps across front end, .NET services, APIs, and data layers.
• Build dashboards for workflows such as referral, study section admin, reviewer coordination, and reporting.
• Develop C# and ASP.NET apps, REST APIs, Azure Functions, and Logic Apps.
• Design middleware for authentication, authorization, API security, and external identity provider integrations.
• Implement AI-enabled features with Microsoft Foundry / Azure AI and ensure access controls.
• Protect confidential data and follow NIH restrictions on generative AI use in peer review.
• Modernize Windows services, SOAP/WCF integrations, and SQL scripts.
• Collaborate in an Agile Scrum environment with stakeholders, designers, DBAs, testers, operations.
• Utilize CI/CD tools and secure DevSecOps practices.
