Job summary

Five Rivers Analytics FRA, an Akima company, seeks a Cloud Program Manager to oversee budgeting, governance, and delivery for a large Microsoft Azure environment. This role serves as the operational interface among mission owners, engineering teams, and leadership.

Hybrid role based near North Charleston, SC; must reside within commuting distance. You will coordinate cost modeling, forecasts, and procurement while guiding cross-team initiatives and ensuring secure, compliant operations.

Qualifications

• Ability to obtain and maintain a Secret clearance.
• 3+ years leading cross-functional teams.
• Associate degree or higher.
• Experience managing complex programs with multiple technical teams and stakeholders.
• Knowledge of cloud environments.
• Strong financial management skills (budgeting, forecasting, cost analysis).
• Excellent written and verbal communication skills.

Responsibilities

• Oversee Azure consumption, budgets, forecasts and cost trends.
• Identify cost optimization opportunities and savings plans.
• Develop cost models and funding strategies for enterprise cloud services.
• Translate technical consumption into financial impacts for leadership.
• Manage relationships with application and mission owners consuming cloud services.
• Support onboarding, service adoption, cost awareness, and requirements gathering.
• Track customer funding, consumption, priorities, and technical initiatives.
• Support Agile planning, prioritization, backlog alignment, and delivery tracking.
• Coordinate cross-team dependencies, releases, and milestones.
• Assist procurement for cloud services, licensing, and professional support.
• Evaluate licensing models, marketplace offerings, and vendor proposals.
• Maintain governance processes for cloud operations.
• Create repeatable workflows for onboarding, service requests, and reporting.
