Job summary

SAIC is seeking an All-Source Intelligence Analyst to support the Foreign Risk Evaluation (FRE) Program, hybrid from Quantico, VA. The role covers due diligence of SBIR/STTR proposals and FR grants with cross-agency briefing responsibilities.

Required are a Bachelor’s or Master’s in a related field, TS/SCI clearance, U.S. citizenship, and 5–9+ years of intelligence experience; open-source research proficiency is essential for threat assessment and policy-compliant reporting.

Qualifications

• Bachelor's degree with nine years of experience or Master’s degree with five years in intelligence or counterintelligence fields.
• TS/SCI clearance and U.S. citizenship are required.
• Experience with All-Source and Counterintelligence analysis, FR, Industrial Security, Due Diligence, SCRM, SBIR/STTR programs.
• Open-source research/analysis to assess threats posed by entities.
• Strong presentation, oral and written communication skills.
• Knowledge of Intelligence Oversight rules and regulations.
• Ability to coordinate with teams across multiple locations.

Responsibilities

• Review SBIR/STTR proposals and contribute to the evaluation process.
• Research entities to identify patterns or threats for referrals to NCIS.
• Produce analytic reports summarizing trends, analyses, and threats.
• Support ongoing monitoring of previously assessed entities for new FOCI concerns.
• Provide analytic briefings to DON and DOW leadership and other offices.
• Identify IP theft and technology transfer trends to support mitigation efforts.
• Identify access and threat vectors used by foreign intelligence entities.
• Assess patents and funding sources related to the entity.
• Assess foreign investments and investors, including venture capital.
• Map corporate hierarchies including parent and subsidiaries.
• Maintain analytic databases, trackers, and link charts.
• Apply structured analytic techniques to reduce bias and communicate uncertainty.
• Ensure compliance with security, records management, and dissemination policies.
• Collaborate with collection managers and other stakeholders across locations.
