Responsibilities

  • Review SBIR/STTR proposals and contribute to the evaluation process.
  • Research entities to identify patterns or threats for referrals to NCIS.
  • Produce analytic reports summarizing trends, analyses, and threats.
  • Support ongoing monitoring of previously assessed entities for new FOCI concerns.
  • Provide analytic briefings to DON and DOW leadership and other offices.

  • Identify access and threat vectors used by foreign intelligence entities.
  • Assess patents and funding sources related to the entity.
  • Assess foreign investments and investors, including venture capital.
  • Map corporate hierarchies including parent and subsidiaries.
  • Maintain analytic databases, trackers, and link charts.
  • Apply structured analytic techniques to reduce bias and communicate uncertainty.
  • Ensure compliance with security, records management, and dissemination policies.
  • Collaborate with collection managers and other stakeholders across locations.

Description

SAIC is seeking an All Source Intelligence Analyst to support the Foreign Risk Evaluation (FRE) Program, operating within the Office of the Deputy Under Secretary of the Navy for Intelligence and Security within the Department of Navy (DON). The All-Source Intelligence Analyst will be part of a team responsible for developing, implementing, performing, and overseeing due diligence of Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) proposals and Fundamental Research (FR) grant applications submitted to organizations within the Department of War including the DON.

This position is hybrid based out of Quantico, VA. "The anticipated salary range for this role will be between $120,000 and $140,000 based on the candidate's experience and qualifications."

Job Responsibilities:
  • Supporting the comprehensive review of SBIR/STTR proposals and related entities by developing and contributing to the evaluation process.

  • Conducting research and analysis on entities to identify patterns, concerns, or threats, aiding in the identification of potentially nefarious indicators for referrals to NCIS as part of the FRE process.

  • Producing analytic reports summarizing trends, analyses, and threats from foreign entities impacting SBIR/STTR and FR proposals.

  • Contributing to a process for the continuous monitoring of previously assessed entities, in collaboration with key stakeholders, to detect new or emerging foreign ownership, control, or influence (FOCI) concerns, within the bounds of policy and law.

  • Providing analytical and briefing support to DON and DOW Services and Agencies, other analytical offices/organizations, and DOW/DON leadership involving intelligence and counterintelligence analytical findings that may impact national security efforts.

  • Identifying trends and patterns involving intellectual property theft and technology transfer and provide informational briefings to support mitigation efforts.

  • Identifying access and threat vectors often exploited by foreign intelligence entities or other adversaries targeting DOW technologies.

  • Identifying and assessing all U.S. and International patents associated with the entity and/or personnel associated with the entity including published, applied-for, and granted patents.

  • Identifying and assessing all sources of funding and revenue associated with the entity, emphasizing research on foreign funding and revenue.

  • Identifying and assessing any/all foreign investments and/or investors including venture capital entities.

  • Identifying and assessing corporate hierarchy of the entity including parent, ultimate parent, and subsidiary companies associated with the entity.

  • Identifying and assessing interpersonal relationships involving co-authorships.

  • Maintaining analytic databases, trackers, link charts, timelines, order-of-battle products, and other knowledge-management tools.

  • Applying structured analytic techniques to reduce bias, test assumptions, assess alternatives, and communicate uncertainty.

  • Ensuring intelligence products comply with applicable security, handling, dissemination, records-management, and oversight requirements.

  • Working independently and with team personnel, analysts and managers from multiple organizations.

  • Collaborating with collection managers, intelligence disciplines, operational planners, law enforcement partners, and other stakeholders, as authorized.

Qualifications
Required Qualifications:
  • Bachelor's degree and nine (9) years’ experience; Or Master’s degree and five (5) years of professional experience in the intelligence or counterintelligence fields.

  • Additional years of experience may be substituted in lieu of degree.

  • TS/SCI clearance required.

  • US citizenship required.

  • Experience with All-Source Intelligence Analysis, Counterintelligence Analysis, Fundamental Research, Industrial Security, Due Diligence reviews, Supply Chain Risk Management (SCRM), research/technology grants and proposals, and/or the SBIR/STTR programs.

  • Experience conducting open-source research and analysis to assess the threats posed by entities with identified risks.

  • Excellent presentation, oratory, and written skills are essential as findings will be regularly presented, both orally and in writing.

  • Excellent knowledge and understanding of Intelligence Oversight rules and regulations.

  • Current and historical knowledge of threats posed by traditional and non-traditional intelligence collection activities.

  • Demonstrated ability to produce timely and effective results.

  • Ability to work both independently and with personnel from multiple organizations.

  • Ability to coordinate and collaborate with a team located in different locations around the world.
