POSITION OBJECTIVE

Strengthen the Justice Center's HVAC and BAS technical capabilities while improving maintenance quality, digital PM execution, and long-term equipment reliability. This is primarily a hands-on senior technical role, not a replacement for the Maintenance Manager.

POSITION SUMMARY

The HVAC/Mechanical Service Technician III provides advanced technical support in the operation, preventive maintenance, troubleshooting, and repair of HVAC and mechanical building systems at the Osvaldo N. Soto Justice Center, an approximately 620,000-square-foot, multi-story judicial facility.

This hands-on position combines commercial HVAC expertise with building automation system (BAS) support, maintenance quality assurance, computerized maintenance management system (CMMS) coordination, and technical mentoring. The position supports the transition to electronic preventive maintenance documentation and contributes to safe, reliable, and efficient building operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. HVAC AND MECHANICAL SYSTEMS OPERATIONS
  • Perform advanced preventive maintenance, troubleshooting, diagnostics, and corrective repairs on commercial HVAC and mechanical systems.
  • Maintain and troubleshoot AHUs, DOAS units, FCUs, pumps, motors, valves, variable frequency drives (VFDs), and associated equipment.
  • Diagnose mechanical, electrical, airflow, temperature-control, and equipment performance deficiencies.
  • Analyze recurring equipment failures and recommend corrective actions to improve reliability.
  • Assist with equipment inspections, testing, operational adjustments, and performance evaluations.
2. BUILDING AUTOMATION SYSTEM SUPPORT
  • Monitor HVAC system operation through the facility’s Johnson Controls Metasys BAS.
  • Investigate alarms, abnormal operating conditions, equipment trends, setpoints, and sequences of operation.
  • Troubleshoot HVAC-related sensors, actuators, control valves, and VFD interfaces.
  • Differentiate mechanical failures from controls-related deficiencies and recommend corrective actions.
  • Coordinate with controls specialists for programming and advanced support; identify energy-efficiency opportunities.
3. PREVENTIVE MAINTENANCE AND CMMS SUPPORT
  • Support preventive, predictive, and corrective maintenance programs.
  • Review work orders for technical accuracy, completeness, and appropriate documentation.
  • Assist with implementation and ongoing improvement of electronic, paperless PM checklists within the CMMS.
  • Recommend PM procedure improvements using OEM requirements, operating conditions, and maintenance best practices.
  • Document deficiencies, support accurate equipment histories, and help identify overdue or recurring work.
4. MAINTENANCE QUALITY ASSURANCE AND QUALITY CONTROL
  • Inspect selected preventive and corrective maintenance work performed by in-house technicians and contractors.
  • Verify work against maintenance procedures, manufacturer recommendations, technical specifications, and safety requirements.
  • Document incomplete work, recurring deficiencies, and corrective actions; conduct follow-up verification.
  • Review work-order narratives to confirm accurate descriptions of work performed and findings.
5. TECHNICAL LEADERSHIP AND TEAM SUPPORT
  • Serve as a senior technical resource for HVAC, mechanical, and related building systems.
  • Provide troubleshooting guidance and mentor technicians in HVAC diagnostics and BAS fundamentals.
  • Assist the Maintenance Manager with technical assessments and repair recommendations.
  • Promote safe work practices, quality workmanship, and cross-trade coordination.
  • Provide technical leadership without assuming formal personnel-management authority unless separately assigned.
6. CONTRACTOR AND OPERATIONAL SUPPORT
  • Coordinate technical activities with specialized HVAC, mechanical, and controls contractors as directed.
  • Assist with access, scope clarification, verification of completed work, shutdowns, startups, and special projects.
  • Support standard operating procedures, emergency response guidance, equipment documentation, and regulatory inspections.
  • Maintain clear communication about equipment risks, service interruptions, and unresolved deficiencies.
MINIMUM QUALIFICATIONS
  • High school diploma or GED required; HVAC/R technical training preferred.
