Geo Owl seeks a HUMINT/Counterintelligence Operations Specialist to support a high-priority mission in El Paso, TX. The role involves advising on field collection alignment, drafting executive briefs, and coordinating sensitive HUMINT activities to meet priority PIRs and ICRs.

Qualified candidates will have HUMINT/CI training, J2X/HCT experience, and the ability to deliver finished intelligence and targeting packages under strict timelines.

Qualifications

  • Graduate of a HUMINT/CI/All-source MOS or analytical certification program.
  • DSDC or equivalent CI/HUMINT training.
  • Ability to analyze HUMINT and CI to identify threats and opportunities.
  • Experience supporting J2X, HUMINT Ops Cells, or HCTs.

Responsibilities

  • Advise on field collection alignment with PIRs and USNORTHCOM ICRs.
  • Draft executive summaries, staff packages, and briefings for J2 leadership and interagency partners.
  • Plan and coordinate sensitive HUMINT activities with risk mitigation.
  • Produce all-source analysis and finished Intel production to identify networks and vulnerabilities.

We are currently seeking aHUMINT/Counterintelligence Operations Specialistto support operations inEl Paso, TX.This position is contingent on contract award, with an expected start dateofOctober 1, 2026.This is afull-time, CONUSposition requiring an active DoDTS/SCILevel clearance.

As aHUMINT / Counterintelligence Operations Specialistyou will support a high-priority Joint Interagency mission in El Paso, Texas. This position directly supports operational planning, collection management, source operations, and all-source intelligence production in support of national securityobjectives.

Key Responsibilities
  • Advise onthe alignment of field collection and focus directioninaccordance withcommand Priority Intelligence Requirements (PIRs), Law Enforcement requests, andUSNORTHCOM ICRs.
  • Assistin Staffing, Briefing & Interagency Liaison as the primary technical briefer and stafferfor the J2X. Drafts executive summaries, staff packages, decision memos, and executivebriefings.BriefsJ-staff leadership and interagency partners on the status of HUMINToperations, collection posture, analytical findings, and operational deconfliction.
  • Assistin the planning and coordination of sensitive HUMINT activities. Reviewoperational proposals, concepts of operation (CONOPs), and sensitive activity plans fortechnical feasibility and risk mitigation.
  • Conduct All-Source Analysis and produce finished Intel Production through the fusion ofmulti-discipline intelligence usedidentifythreat networks andassistgovernment analystsinidentifyingCTCO nodes, vulnerabilities, and illicit pathways.
  • Conductcollectionactivitiesin accordance withUSNORTHCOM regulatory policies anddraft associated IIRs resulting from such activities.
  • Deliver actionable Source Directed Requirements (SDRs) that align field collection withvalidated PIRs, Law Enforcement requests, and USNORTHCOM ICRs. SDRs willdirectlytrace to a validated intelligence gap or PIR. SDRs are drafted clearly, providingunambiguous directions to collection elements.
  • Deliver actionable targeting packages, operational leads, and finished intelligence(INTSUMs, network maps) that map CTCOnetworks and vulnerabilitiesand supportinteragency operations as derived from multidiscipline analysis. The products aredelivered bythe government-assigned suspense.
  • Deliver clear, concise staff packages, decision memos, and executive briefings. Briefingsand staff packages will be delivered with high military bearing and accuracy. Liaisonactivities shall successfully synchronize operations without overstepping Title 10boundaries. Professionalism will be the standard with zero valid complaints from J-staffleadership or interagency partnersregardingprofessionalism or coordination efforts.
  • Deliver comprehensive technical advisory support, ensuring operational proposals(CONOPs) and sensitive activity plans are technicallyfeasible, mitigate risk, andcomplywithIntelligence Oversight. Operational reviews willidentifyall regulatory or oversightrisks. Feasibility reviews are completed within operational planning cycles.
  • Deliver HUMINT operations and lead packages in response to JIATF-CCDoWand IAmember requests in alignment with JIATF-CC PIRS and ICRs. The products aredelivered by the government-assigned suspense with an expectation of 100% On-Timedelivery meeting suspense.
  • Deliver meticulously maintained source administration records and validation packagesthatcomply withall DoD registry system requirements (e.g., IDSRS). Source records willbeaccurateand validation packagescontaincorrect, verified data. Source managementfunctions and operations administration will adhere to the HUMINT source lifecycleprotocols. Conduct Source Validation through routine review of source reliability andprepare comprehensive validation packages for government approval.
  • Deliver technically sound, properly classified, and accurately formatted IntelligenceInformation Reports (IIRs) ready for government release. Reporting will meetDIA/DCHEM standards. Initial QC will be completed within 24 hours offreipt,completion of reports processing is met within established operational timelines defined inthe Unit SOP by report type. Feedback from DIA/national agencies will bemonitored.
  • Draft formal IIR evaluations that assess reporting quality, verify SDR alignment, andprovide constructive feedback to collection elements. Evaluations will provideconstructive feedback; clearly articulating intelligence value and specific areas forimprovement. Evaluations properlyentered intostandard IC databases (e.g., CHROME).
  • Draft HUMINT operations targeting and lead packages in coordination with JIATF-CCDoWand IA memberobjectiveswhich result in the identification and execution ofoperations. These packages areinitiatedproactively as part of their responsibilities and inalignment with JIATF-CC PIRS.
  • Manage the review, processing, and dissemination of operational reporting, includingIntelligence Information Reports (IIRs) to provide feedback to collection elements onreporting quality and value. Ensure the products adhere to IC and JIATF-CC tradecraftstandardsreliability and accuracy andcontainno substantive analytical flaws.
  • Operate with 100% adherence to Intelligence Oversight reporting requirements anddomestic restriction protocols and Zero Program Compliance Failures. The HUMINTOperations Cell (HOC) Chief will review all technical recommendations and CONOPapprovals.
  • Provide CI Support to Force Protection as directedin accordance withorganizationalpolicies.
  • Providedaily operational guidance to field collection teams to ensure alignment withmission plans. Provides technical advisory support for HUMINT Collection Teams(HCTs). Supports operational management and deconfliction of HUMINT activities.
  • Serve as the primary liaison between field collectors, command leadership, andinteragency partners (e.g., DEA, FBI) tofacilitateoperational synchronization anddeconfliction.
Education Requirements
  • Bachelor's degree from an accredited college or universitywith 2 years of experience;Associates Degreewith 3 years of experience; 6 years of experience with no degree.
Required Qualifications
  • Graduate of a service HUMINT MOSqualification course.
  • Completion of a government CI, HUMINT orAll-source MOS or job producing analyticalcertification course or program.
  • Graduate of the Defense Strategic Debriefing Course (DSDC).
  • Able to analyze information collected from humansources (HUMINT) and counterintelligence(CI) operations toidentifyforeignintelligence threats, insider threats, andoperational opportunities.
  • Able to provide J2 staff support functions andcollectionssupport.
Preferred Qualifications
  • JointCenter of Excellence (HT-JCOE)-Source Operations Course (SOC), and DHOQC;Joint CI / HUMINT Analysis and Targeting Course; orDIA Targeting Officer Courseor Intelligence Community (IC) equivalent. DoDIntelligence Fundamentals; or Certified Defense All-Source Analysis Levels 1 and 2 (CertifiedDepartment of Defense All-Source Analyst(CDASA)-1, CDASA-2); or Certified CollectionManagement Professional - Fundamentals (CCMPF);or Intelligence Planner Certification.
  • Demonstrated ability tooperateindependently in fast-paced operational environments while managing multiple priorities.
  • Strong briefing and communication skills with experience presenting operational assessments to senior military leaders and interagency partners.
  • ExperienceutilizingIntelligence Community databases such as CHROME, JWICS, and other classified intelligence systems.
  • Familiarity with DIA HUMINT tradecraft standards, Intelligence Oversight requirements, and domestic operational authorities.
  • Experience supporting J2X organizations, HUMINT Operations Cells (HOCs), or HUMINT Collection Teams (HCTs).
  • Previousexperience supporting USSOCOM, USNORTHCOM, Joint Task Forces, Special Mission Units (SMUs), or Joint Interagency Task Forces.
Travel Requirements Up to10%travelfor Temporary Duty (TDY) by motor vehicle and/or air travelmay berequired; some overnight stayspossible. Must have an active passport to support OCONUS travel and/or living requirements.
