The Idaho Department of Health and Welfare, Division of Medicaid has an exciting opportunity for a Human Services Program Specialist to join the Bureau of Clinical and Quality Management. The Bureau is a supportive, dynamic team seeking applicants with a passion to assist Idaho citizens, improve systems, and learn about federal and state healthcare systems. This position supports the Behavioral Health Integration team in a clinical capacity, requiring a strong clinical background to assist with program development, oversight, technical assistance, and clinical consultation for initiatives such as case management for pregnant women with substance use disorder, community reintegration of incarcerated youth, and supporting the Idaho Behavioral Health Plan. The role involves collaboration with internal teams and external stakeholders, including hospitals and primary care organizations. The Division of Medicaid provides healthcare coverage and services to over 300,000 Idahoans, promoting social, economic, behavioral, and physical health outcomes.

This position may be eligible for telework after successful completion of probation and training.

Example Of Duties
  • Provide clinical expertise and advice for policy development and implementation.
  • Assist with program design and management.
  • Conduct case management, review clinical documentation, liaise with providers, and formulate clinical recommendations.
  • Research client information, services utilized, and claims.
  • Train and consult with staff and contractors.
  • Coordinate with other service systems and develop community partnerships.
  • Perform administrative tasks including data entry and research.
  • Oversee contractor-provided services as needed.
Minimum Qualifications

Applicants must meet all minimum and specialty qualifications, supported by their resume or work history. A cover letter is recommended to demonstrate how you meet these requirements.

  • Masters degree in a behavioral/social science, social work, psychology, or related field, or a bachelor's degree with relevant experience, or licensure as a Registered Nurse, or 4-5 years of relevant experience, or a combination thereof.
  • Experience working with public social/rehabilitative service systems (~2 years).
  • Experience planning, implementing, and overseeing community-based social/rehabilitative programs.

Preferred but not required:

  • Licensure as LMSW, LCSW, LPC, LPAS, LCPC, or LMFT.
  • Knowledge of evidence-based behavior modification practices, Idaho Code, ethics, and legal procedures, gained through at least 1 year of relevant work experience.
