Job summary

The Minnesota Pollution Control Agency is seeking a Human Resources Technician to provide technical personnel support to HR staff and agency managers. The role involves processing personnel transactions in the state HR/payroll system (SEMA4) and performing administrative duties for the HR office.

Job description

Join the Human Resources team at the Minnesota Pollution Control Agency as a Human Resources Technician! This position provides technical personnel support to the Human Resources Division staff and the Minnesota Pollution Control Agency managers, supervisors and employees. This includes processing personnel transactions in the State’s personnel/payroll systems (SEMA4) and providing administrative support for the HR office. This position will have access to bargaining materials as defined by M.S. 13.37, Subd. 1c and will assist with the research and processing of employee transactions, insurance benefits, and other related employee/personnel programs.

Minimum Qualifications

Two (2) years of experience performing technical and/or administrative support duties in a human resource setting including:

  • Working knowledge of personnel tracking software sufficient to maintain, enter and track personnel transactions through PeopleSoft or similar HR information systems (e.g., employee hires, salary increases, separations, etc.).
  • Proficient with Microsoft Office Suite products with the ability to research and analyze data.
  • Analytical skills sufficient to review data and identify and correct errors.
  • Demonstrated ability to work independently by handling, prioritizing, and processing a variety of HR transactions correctly and timely.
  • Customer service experience sufficient to provide prompt, courteous and accurate information to customers in a timely manner.
  • Interpret and communicate plan and collective bargaining agreement provisions, and agency and enterprise‑wide policies and procedures to customers ensuring accurate information and clear understanding.
  • Proficient computer software skills (e.g., word processing, spreadsheet, and databases software) and keyboarding skills to create letters and memos, accurately review and enter data, create procedural documentation, etc.
  • Experience with handling confidential information.
  • Ability to work cooperatively with individuals from diverse backgrounds.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas including F-1 STEM OPT extensions.

Preferred Qualifications
  • Experience using SEMA4.
  • Working knowledge and experience in applying provisions of state and federal employment laws, Minnesota Statutes, personnel rules and regulations, policies, procedures, and collective bargaining unit agreements and plans.
  • Ability to guide the work of others and mentor less experienced staff.
  • Demonstrated ability to identify and address problems with confidentiality, diplomacy and integrity.
  • Human Resource experience within a State of Minnesota agency or other public employer environment.
  • Experience creating and running ad hoc reports.
Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

  • Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
