Job summary

The City of Woodward seeks a Human Resources Specialist to manage payroll and benefit functions within the HR Department. You will help ensure compliance with employment laws, post job openings, and assist in policy updates and employee communications.

Responsibilities include payroll processing support, maintenance of records, training administration, and coordination with auditors, brokers, and third-party screening services. Strong Excel and ADP skills are preferred.

POSITION SUMMARY: The Human Resources Specialist performs professional functions involving the daily operations of the Human Resources Department, ensuring compliance with company policies and employment laws.

SUMMARY OF ESSENTIAL DUTIES
  • Learn all functions of the Payroll/Benefits Specialist, including processing of payroll and all that it entails, Workers Compensation, employee benefits, retirement, etc.
  • Assist in maintaining all records for payroll, benefits, etc. and keep properly documented to ensure accuracy.
  • Assure that all Federal, State, and local labor law posters are up-to-date and posted in City buildings.
  • Post job openings on the City website, internally, and in City Hall. Post in other areas as needed, i.e. OML website, CLEET website, etc.
  • Assist in updating, producing and distributing the Personnel Policy Manual.
  • Assist in keeping employees notified of Personnel Policy changes.
  • Reply to OESC regarding applications for unemployment from former employees.
  • Assist in gathering information for auditors and consultants as needed.
  • Work with Principal Retirement broker regarding new hire enrollment meetings.
  • Keep employees notified and up to date with changes or annual notices regarding all benefits.
  • Perform exit interviews with employees regarding payouts, exit interview forms, retirement, insurance, etc.
  • Assist in performing background screenings through the payroll system screening process.
  • Work closely with the Director of Human Resources on sensitive personnel issues.
  • Keep updated on changes within the payroll system.
  • Administer training instructions for annual mandatory employee training, utilizing LocalGovU as well as other platforms.
  • Update employee profiles in payroll system regarding training, licenses, etc.
  • Keep job descriptions updated periodically by sending out to all supervisors for review,
  • Assist in maintaining all personnel and payroll files in an orderly and efficient manner.
  • Answer requests for information dealing with Human Resources and payroll.
  • Prepare and monitor Family Medical Leave Act for employees taking leave.
  • Maintain medical files of employees.
  • Assist third party drug and alcohol screening company with pre-employment, post-accident and random screenings.
  • Communicate with OML regarding trainings, 25 year service awards, etc.
  • Maintain payroll system home page.
  • Respond to employee questions and concerns related to policies, leave, wages, etc.
  • Organize and store items in storage room and update log as needed.
  • File and purge records according to the Open Records Act.
  • Distribute retirement information to employees as required.
  • Keep the Director of Human Resources informed daily of all pertinent information related to employees.
  • Open and process mail daily.
  • Cooperate and work with cross-training to assist other departments as needed.
  • Operate office machines, including computer, scanner, copier, etc.
  • Perform related tasks and other duties as assigned.
MINIMUM QUALIFICATIONS

Applicant must have the following qualifications:

  • Personal conduct is expected to promote competence, dependability and assurance.
  • Attend schools, training seminars and workshops as needed.
  • Understand and practice the City of Woodward Personnel Policy Manual.
  • Maintain strict confidentiality regarding all aspects of position.
  • Receive, relay, and transfer information accurately.
  • Promote and maintain harmonious and effective working relationships with the public, co-workers, and all City employees.
  • Requires extensive and frequent contact with fellow employees, other departments, the public, and vendors where tact, diplomacy and confidentiality are extremely important.
  • Recognize any maintenance needs that arise.
  • Handle contacts well, in person and on the telephone.
  • Communicate effectively, verbally, orally, electronically, or in writing.
  • Comprehend and follow written and verbal instructions.
  • Read, understand and communicate fluently in the English language.
  • Possess thorough knowledge of Business English, spelling, punctuation, arithmetic, and vocabulary.
  • Possess knowledge of modern office practices, procedures, systems, and equipment.
  • Experience in Microsoft Office with high concentration in Excel and Word.
  • Multi-task with efficiency.
  • Possess organizational creative skills.
  • Experience in payroll processing through ADP preferred.
  • Work independently with little or no direct supervision.
  • Possess and maintain a valid driver’s license and maintain a driving record satisfactory to insurance carrier.
  • High school diploma or equivalent required.
  • Possess ability to pass background and drug alcohol screenings.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS

Applicant must be able to meet the following working conditions and physical requirements:

  • Work in an office at least eight hours a day, five days a week.
  • Work with stress factors, such as deadlines, multiple tasks, simultaneous tasks, customer relations, etc.
  • Pull, push, or lift and carry a minimum of 25 pounds of weight.
  • Must comply with City of Woodward Safety procedures.
  • Possess mental acuity for attention to detail and accuracy.
  • Possess willingness to work outside a normal work schedule as needed.
