Washington, DC onsite Human Resources professionals play an important role at the Federal Prison System by supporting employee relations decisions with legal and HR expertise. This Human Resources Specialist - Employee Relations position provides technical guidance to management and supervisors on disciplinary actions, grievance-related matters, and corrective steps tied to employee performance, along with training and orientation support.
Salary: USD 89,508 - 116,362 per year. Experience: Minimum 1 year.
What You’ll Do
- Provide technical advice to management and supervisors on employee relations issues.
- Maintain regular communication with Human Resource Managers to monitor and coordinate the activities of disciplinary actions.
- Assist in developing, designing, modifying, or overseeing training materials for presentations.
- Conduct training and orientation regarding disciplinary actions.
- Advise management officials on correcting employees' poor performance.
Required Qualifications
- U.S. Citizenship is required.
- Selective Service requirement applies.
- There is no substitution of education for specialized experience at this grade level.
- Demonstrate one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.
- Have experience researching case law, collecting and analyzing information to provide recommendations and resolve complex technical employee relations issues.
- Have experience providing technical advice to management and supervisors on employee relations issues, grievance issues, disciplinary actions, and related situations.
- Have experience responding to grievances, unfair labor practice complaints, disciplinary decision appeals, and making presentations in third-party arbitration hearings.
- Have experience providing training on labor law issues, disciplinary and adverse actions, the grievance process, employee performance and conduct, Office of Personnel directives, and the Master Agreement.
- If applicable, credit may be given for paid and unpaid experience; show the actual time (for example, hours worked per week).

Conditions, Eligibility, and Duty Location
- Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation.
- All applicants are subject to National Crime Information Center (NCIC) and credit checks.
- This is a secondary/non-law enforcement coverage position.
- Completion of mandatory courses Introduction to Correctional Techniques (ICT) Phase I and Phase II is a condition of employment for this secondary law enforcement position.
- Secondary law enforcement retirement coverage depends on whether the selectee has had three years of "primary" law enforcement retirement coverage under applicable rules.
- Duty location is to be determined at Central Office - Washington, D.C. or Southeast Regional Office - Atlanta, GA.
