Job summary

The Montgomery County Intermediate Unit is seeking a Human Resources Specialist to support recruitment, onboarding, compliance, and employee records across the employee lifecycle at the Office of Human Resources in Norristown, PA.

Responsibilities include creating personnel files, processing documentation, maintaining HRIS data, coordinating onboarding, supporting engagement activities, and ensuring regulatory compliance. A degree and HR experience in education/nonprofit preferred.

Qualifications

  • Associates degree in a related field required. Bachelor's degree in a related field preferred.
  • 1-3 years of professional human resources experience required. Prior experience in the educational or nonprofit setting strongly preferred.
  • Expertise includes professional approach with strong customer service; strong technology skills with MS Office, Google, and HRIS systems.
  • Knowledge of the principles and practices of human resources.
  • Strong organizational, communication, and customer service skills.
  • Ability to work in a team environment and with people; handle stress and interruptions.
  • Ability to maintain ethics and confidentiality; read and analyze information.

Responsibilities

  • Recruitment and Selection: conduct reference checks, assist with compliant processes and hiring procedures.
  • New Hire Onboarding: create personnel files, process documentation, enter data in HRIS, coordinate orientation.
  • Personnel Records and Documentation: maintain files, ensure security and compliance, audit records; support HR technology systems like HRConnect.
  • Employee Engagement and Communication: support events, prepare communications and newsletters.
  • Compliance and Administrative Support: ensure compliance with regulations, prepare HR documents, assist with reporting.
  • Other Duties: back-up HR staff, assist with ad hoc reports, support audits.

Job description

A vacancy exists for a Human Resources Specialist to work at the Montgomery County Intermediate Unit in the Office of Human Resources. The Human Resources Specialist supports the Human Resources Department by supporting key employment processes throughout the employee lifecycle, including recruitment support, onboarding, compliance, personnel records administration, and employee engagement initiatives. This position serves as a primary resource for ensuring that personnel documentation, hiring requirements, employee files, and onboarding activities are completed accurately, efficiently, and in compliance with applicable laws, regulations, board policies, and organizational procedures.

Qualifications
  • Associates degree in a related field required. Bachelor's degree in a related field preferred.
  • 1-3 years of professional human resources experience required. Prior experience in the educational or nonprofit setting strongly preferred.
  • Expertise (includes one or more of the following):
    • Professional approach to their work that includes very strong customer service skills.
    • Strong technology skills, including extensive use of Microsoft Office, Google, and Accounting/HRIS systems
    • Specialized skills in area to be able to work autonomously as proven through work experience.
  • Knowledge of the principles and practices of human resources
  • Strong organizational, communication, and customer service skills.
  • Ability to work in a team environment and to work effectively with people.
  • Ability to work under stress and with frequent interruptions.

  • Original certificates of clearance from the State Police, Child Abuse Registry, and PDE FBI
Duties & Responsibilities
  • Recruitment and Selection
    • Conduct employment reference checks and facilitate Act 168 employment history reviews and related hiring compliance requirements.
    • Assist with ensuring candidate selection processes follow established organizational procedures and legal requirements.
  • New Hire Onboarding
    • Create and maintain personnel files for newly hired employees.
    • Coordinate and process new hire documentation, employment forms, clearances, compliance requirements, and personnel records.
    • Enter and verify employee information in HR information systems and personnel databases.
    • Facilitate new employee orientation programs and onboarding activities.
    • Support onboarding processes to ensure employees are properly integrated into organizational systems and procedures.
  • Personnel Records and Documentation
    • Maintain employee personnel files and ensure records are complete, secure, and compliant with applicable regulations.
    • Monitor personnel documentation for accuracy and completeness.
    • Assist with HR document management, records retention, and file auditing activities.
    • Support oversight and administration of HR technology systems, including HRConnect and related personnel information systems.
  • Employee Engagement and Communication
    • Support employee engagement initiatives, recognition activities, and department-sponsored employee events
    • Assist with planning and implementation of organization-wide employee programs and events, including employee welcome activities and staff engagement initiatives.
    • Prepare and distribute employee communications, newsletters, and informational materials.
  • Compliance and Administrative Support
    • Ensure hiring and onboarding activities comply with federal, state, and local regulations, including employment-related compliance requirements.
    • Assist with monitoring employee records for required documentation and compliance standards.
    • Prepare reports, correspondence, and HR-related documentation as assigned.
    • Collaborate with HR managers, supervisors, and department leaders to support departmental objectives and organizational initiatives.
  • Other Duties
    • Support internal and external audits by pulling documentation and testing selections; as well as recommending process improvements that might yield to improved audit findings.
    • Serve as a back-up and support to other HR staff members.
    • Assists in preparing ad hoc data reports to the Director and/or Assistant Director.
    • Any and all other duties as assigned by the Director/Assistant Director of Human Resources.
Location

The Montgomery County Intermediate Unit is located at 2 W. Lafayette St. Norristown, PA 19401.

Work Schedule

Monday - Friday, 7 hours/day, 12 months (260-262 days/year).

Salary

$27.41/hour - $32.25/hour (PS2)
