Executive Office for U.S. Attorneys and the Office of the U.S. Attorneys is announcing vacancies at GS-07, GS-09, and GS-11 levels. Eligible applicants may qualify through specialized experience, education, or a combination of both as defined by the Federal Service standards.
Education options include a bachelor’s degree or higher, master’s or doctorate, or a combination that meets 100% of the requirements. CTAP/ICTAP guidance is provided for well-qualified displaced employees.

To be eligible at the GS‑07 level, you must meet at least ONE of the following conditions: Specialized Experience, Education, a Combination of Education and Experience, or Superior Academic Achievement.
Specialized Experience: One full year of specialized experience equivalent to the GS‑05 level in the Federal Service performing administrative work which demonstrates a basic knowledge of human resources, including assisting senior human resources specialists with recruitment actions, processing pre‑employment packages, conducting onboarding of new employees, entering personnel and payroll actions into human resources databases, performing human resources records management duties, and providing a general overview of employee benefits.
Education: One of the following types of education in a related field (e.g., Human Resources or Business Management): one (1) full year of graduate level education leading to a Master’s degree or higher; or a completed Bachelor’s Degree or equivalent with Superior Academic Achievement (S.A.A.) as defined by the Office of Personnel Management’s Qualification Standards.
Combination of Education and Experience: A combination of specialized experience and graduate education which, when combined, equal 100% of the requirements. Graduate education must be in excess of one (1) full year.
To be eligible at the GS‑09 level, you must meet at least ONE of the following conditions: Specialized Experience, Education, or a Combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS‑07 level in Federal Service providing technical assistance to employees and management in a variety of staffing and recruitment activities; reviewing position descriptions; providing assistance and guidance on compensation and leave, employee benefits, retirement, and training; coding and processing a variety of personnel actions; reviewing award justifications for appropriateness and compliance with applicable guidelines.
Education: One of the following types of education in a related field (e.g., Human Resources or Business Management): a Master’s or equivalent graduate degree; or two (2) full years of progressively higher‑level graduate education leading to such a degree; or an LL.B. or J.D. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. To qualify based on a combination, graduate education must be in excess of one (1) full year.
To be eligible at the GS‑11 level, you must meet at least ONE of the following conditions: Specialized Experience, Education, or a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS‑09 level in the Federal Service providing comprehensive human resource management advisory and technical services; applying analytical and problem‑solving methods and techniques to human resources programs or issues; and presenting findings or recommendations related to staffing and recruitment and at least one of the following areas: position classification, employee relations and performance management, employee benefits, and human resources development.
Education: One of the following types of education in a related field (e.g., Human Resources or Business Management): a Ph.D. or equivalent doctorate degree; or three (3) full years of progressively higher‑level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Combining Education and Experience: A combination of specialized experience and graduate education which, when combined, equal 100% of the requirements. Graduate education must be in excess of two (2) full years.
The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. To be well‑qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. Proof of eligibility such as a written notification of ICTAP eligibility or a separation personnel action form may be submitted.
